Argyll & Bute Council wishes to commission a comprehensive housing need and demand assessment and local housing market analysis for the Helensburgh and Lomond area.The main aims of this study are: To review previous research and update the existing data used to inform both the Housing Need and Demand Assessment (HNDA) and the Local Housing Strategy (LHS)for Argyll and Bute; To identify and quantify both current and projected imbalances between housing supply and demand at prescribed local housing market sub-area levels, as far as possible specifying tenure, size, type and location of housing required; To assess in particular the potential impact of the proposed developments at the HMNB Clyde on the local housing system, and to quantify future housing requirements arising from this; To assess the requirement for specialist provision, by type, in accordance with the Housing Need and Demand Assessment guidance, and identify viable solutions to address identified need in liaison with the Housing & Social Care Partnership; To provide a better understanding of the linkages between the Helensburgh and Lomond housing market and the adjoining West Dunbartonshire and Glasgow housing markets; To identify those housing needs which can be addressed via in situ solutions and to quantify the requirement for new build solutions, with appropriate recommendations for inclusion in future updates of the Strategic Housing Investment Plan (SHIP); To outline the wider policy, economic and demographic context, and to recommend strategic housing objectives designed to optimise the operation of the local housing system within that context.
