Bespoke Occupational Health Software Development

Lot 1
Contract for known and forecast software development activity for bespoke occupational health return to work software. Cost / quality weightings are indicative. This was a direct award without competition. As such there were no bids to evaluate.
Procurement Information
The source code of the software has been written and developed by a particular developer but remains property of NHS Lanarkshire. To date, repeated attempts to expose the development of this software to competition have resulted in only single bids from the original software developer only. Market feedback indicates that this is due to the prohibitive time, effort and costs associated to understand the source code to determine whether it would be desirable to offer development services due to the bespoke nature of the software and underlying source code and functionality for a relatively short term contract duration. Our intention with this notice is to directly award a 12 month development arrangement to the incumbent and in the ensuing 12 months, to prepare a tender for a long term support and development contract in the hope that a higher value, longer term commitment contract may stimulate competition.
