2. Renfrewshire Council is seeking to appoint a Service Provider for the Provision of a Childcare Voucher Salary Sacrifice Scheme (the Scheme) which will be made available to all eligible employees who meet the requirements of the Scheme. The appointed Service Provider will provide, manage and service the Childcare Voucher Scheme which will be made available to all employees who are eligible for participation in the scheme.

1. Renfrewshire Council is seeking to appoint a Service Provider for the Provision of a Childcare Voucher Salary Sacrifice Scheme (the Scheme) which will be made available to all eligible employees who meet the requirements of the Scheme. The appointed Service Provider will provide, manage and service the Childcare Voucher Scheme which will be made available to all employees who are eligible for participation in the scheme. 2. The Council currently employ in the region of 7,920 employees, based on the Council's total number of employees, it is estimated that approximately 2% of employees may participate in the scheme. Please note: these figures are estimated and the uptake of employees participating in the scheme could be increase or decrease over the period of the Contract. Renfrewshire Council shall not be liable should the figures change. 3. The government have introducing a new tax free childcare scheme. From 1st April 2018, no new employees will be able to join the Scheme after this date. Employees who are currently participating in the Scheme will be able to remain in the current scheme for the period of the contract, unless they decide to withdraw from the Scheme. Taking this into consideration, it is critical that the Scheme is in place for beginning of March 2018 to ensure the timescales of the contract are met. 4. The Service Provider will be required to work with the Council Payroll / HR Service to administer the Scheme. The Council currently operate the following pay timescales, 4 weekly and monthly. The Service Provider must be able to provide the same level of service for all employees which will include the requirement that upon being accepted into the Scheme, the employee will receive childcare voucher on their next pay date according to their individual pay timescales. 5. The Council currently has a childcare voucher scheme in place with Edenred UK Limited. If there is change of Service Provider, the Council would require the incumbent and the new Service Provider to work together to create a smooth transition for both the Council and employees to move to the new Scheme.. Economic Operators may be excluded from this competition if they are in any of the situations referred to in Regulation 58 of the Public Contracts (Scotland) Regulations 2015. Please see the ITT in PCS-Tender project relevant to this procurement and the other Procurement Documents for further information.
Renewal: Option to extend for a further 12 months subject to satisfactory operation and performance; however, any extension will be at the sole discretion of Renfrewshire Council subject to satisfactory operation and performance.
