Summary of the contracting process

Clackmannanshire Council is conducting a procurement process titled "Transport for Education and Social Care Requirements", aimed at securing transport services necessary for educational and social care needs within Clackmannanshire and beyond. The procurement method employed is a selective process through a Dynamic Purchasing System, and it is currently in the award stage, having completed the tender phase. The deadline for submissions was aligned with key statutory requirements starting from August 2017, focusing on delivering services within the region of Clackmannanshire (Postal Code FK10 1EB) under the industry category of public services.

This tender presents significant opportunities for businesses involved in transport services, particularly those specialising in providing vehicles for educational and social care transport. Companies with the required licensing—such as PSV Operator Licences or Taxi/Private Hire Car Operator Licences—and the capacity to deliver community benefits aligned with Clackmannanshire Council's objectives would be well-suited to engage in this procurement process. The nature of this contract not only supports public service provision but also encourages the participation of small and medium-sized enterprises (SMEs) through its structured approach to mini-competitions for individual service needs.

"description": "Clackmannanshire Council is purchasing service contracts for transport to meet the education and social care needs of children and vulnerable adults. Most of the transport will be within Clackmannanshire, but there will also be cross-boundary requirements ranging beyond the Council area. The minimum selection criterion for admission into the Dynamic Purchasing System is successful completion of the ESPD(S). By submitting a completed ESPD(S), Suppliers are confirming that they are able to provide the Transport Services referred to in this notice. Individual journeys and services will be procured by means of Contract Specifications issued as Mini-competitions within the Dynamic Purchasing System These Contract Specifications may detail the requirements as a full transport service, vehicles and/or drivers/escorts or other authorised persons. Suppliers must have the relevant licence(s) or permits at the award stage, that is, a PSV Operator's Licence, S22 Community Bus Permit or Taxi/Private Hire Car Operator's Licence (or equivalents), as well as appropriate insurances. The award criteria may be more precisely formulated at the Mini-competition stage. Any changes will be stated in the individual Contract Specification. This may involve changes to the current 90/10 weightings and further quality criteria may be added. Under the terms of the contracts, successful Suppliers will be required to deliver Community Benefits in support of the Council's economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. Clackmannanshire Council may work retrospectively with Suppliers to determine whether appropriate Community Benefits have been provided in relation to the value of the contracts made through the Dynamic Purchasing System.
