Summary of the contracting process

NHS Lothian is currently conducting a tender process for the provision of primary medical services at the Breich Valley Medical Practice, catering to approximately 4,938 patients in the Fauldhouse and Stoneyburn area of Edinburgh, Scotland. The tender, titled "NHS Lothian Breich Valley Medical Practice", aims to replace the current independent contractor due to their planned retiral. This open procurement process allows interested parties to submit their expressions of interest before the submission deadline, which is set for 12:00 on 5th February 2018, with the award period commencing shortly thereafter.

This tender presents significant opportunities for businesses involved in healthcare services, particularly those with the capacity to deliver patient-centred care within a primary care setting. Companies with experience in managing general medical services or those already holding a General Medical Services (GMS) Contract would be well-suited to compete. The successful bidder will have the potential to establish a long-term contract with NHS Lothian, which is likely to enhance their visibility and credibility in the healthcare market.

Lot Information

Lot 1

Lothian Health Board (more commonly known as NHS Lothian) ("NHS Lothian") placed an advertisement in the official Journal of the European Union (OJEU) on 6 January 2018 seeking expressions of interest from any parties interested in providing primary medical services to patients in Fauldhouse and Stoneyburn area. This requirement has arisen due to planned retiral of the current independent contractor providing primary medical services located in the Breich Valley Medical Practice, Fauldhouse Partnership Centre, Lanrigg Road, Fauldhouse, EH47 9JD (Main location) and Stoneyburn Health Centre, 73 Main Street, Stoneyburn, EH47 8BY (Branch Surgery) to a list of 4938 patients. NHS Lothian wishes to select a new service provider with the capacity and capability to meet the needs of these patients by delivering high quality, patient-centred clinical services in a primary care setting, all in accordance with NHS Lothian's requirements set out in Appendix 1 ("Requirement"). The services will build on existing best practice, and focus on a community and health and social care approach. The clinical services will be delivered in an environment that provides patient care of a standard consistent with that of similar services provided elsewhere within NHS Lothian. It is NHS Lothian's preference that Breich Valley Medical Practice remains as a single practice, although in the event that no satisfactory application is made for the provision of the services as a whole, consideration may be given to proposals from Applicants who wish to provide primary medical services from one site. Applicants that already hold a GMS Contract may therefore offer to provide primary medical services from one site to patients that currently receive services from that site. Any such application will be evaluated as a separate lot in accordance with the evaluation methodology below. It will be important that Applicants involved in the planning and/or delivery of existing schemes and services can demonstrate that they have sufficient capacity so as not to prejudice delivery of primary medical services under any other contract an Applicant may have with NHS Lothian or pre-existing schemes or the ability of NHS Lothian itself to deliver services. The successful Applicant will be required to enter into a contract with NHS Lothian on the terms of the General Medical Services Contract ("GMS Contract") the form of which is prescribed by The National Health Service (General Medical Services Contracts) (Scotland) Regulations 2004, as amended, or replaced from time to time. Performance by the successful Applicant under the terms of the GMS Contract will be subject to these Regulations available at http://www.legislation.gov.uk/ssi/2004/115/contents/made. It is a requirement that all applicants meet the criteria of section 17L of the National Health Service (Scotland) Act 1978, as amended. Interviews are expected to be held in the week commencing 26th February 2018

Renewal: The commencement date for the contract will be agreed between the successful bidder and Lothian Health Board. There is no fixed term applicable to the awarded contract. The contract duration of 60 months used in this notice is for illustrative purposes only.
