The purpose of the study is to provide the Scottish Government with a detailed assessment of the potential costs and benefits of the key options for introducing a system of ELC accounts which supports the Government's objectives of providing funded ELC which is high quality, flexible and accessible. The study should consider feasibility in terms of: - Delivery - what are the practical and operational requirements for a system of childcare accounts and what are the key challenges and considerations - Impact - what are the likely impacts of the available approaches on the Government's ELC objectives and how could childcare accounts be delivered to best support those objectives
