In Scotland, the Scottish Health Survey (SHeS) provides a detailed picture of the health of the Scottish population living in private households and makes a major contribution to the monitoring of health in Scotland. The diet module currently used in the SHeS collects information on frequency of consumption of a limited range of foods including meat and fish, milk, and food and drinks high in fat and/or sugar. It is not possible to estimate intakes of energy, macronutrients or micronutrients (as total dietary intake is not measured), and the data collected have mainly been used to monitor year on year trends in some aspects of the diet. The main survey contains questions to monitor the number of portions of fruit and vegetables eaten in the previous 24 hours and these questions are asked of all children and adults. INTAKE24 provides a comprehensive measure of food and drink intake over 24 hour period which can be repeated to provide robust dietary data that can be used to monitor progress towards the dietary goals, including measurement of portions of fruit and vegetables. Embedding INTAKE24 within the SHeS would allow the collection of robust dietary data for Scotland, including comparison of current intakes with the SDGs. However it is important that the feasibility of using this tool for dietary data collection within SHeS is tested. Therefore this pilot survey is required to test how INTAKE24 could be integrated into SHeS. Any impacts on the main stage survey, response rates and feedback from participant and interviewers will be assessed.

Procurement Information

FSS is unable to use the existing contract between NatCen and Scottish Ministers for the piloting the use of INTAKE24 to collect dietary data as part of the survey. It is essential that the existing Scottish health survey participants are used to pilot INTAKE24 for the following reasons: a. The SHeS board require evidence of how the INTAKE24 functions within the existing survey before making a decision on whether to embed the new methodology within the survey permanently to collect dietary data b. Using a new survey with different participants would not provide data that was credible with the SHeS board. c. The SHeS board require a comparison with the results from the existing dietary module and INTAKE24 and an assessment of impact on response rates d. NatCen hold the contract for the SHeS and they are therefore required to access existing survey participants and pilot the use of INTAKE24 in the field. NatCen is the current (and previous) supplier of the Scottish Health Survey, the survey is deployed in Scotland by the Scottish part of the organisation, Scotcen. This organisation is therefore required to carry out the piloting the use of INTAKE24 within the health survey. There are no other existing surveys which would provide the sample required. NatCen produce a sampling frame that provides a sample representative of the Scottish population and the large numbers surveyed mean that it is possible to do sub-analysis (such as by sex, age and Scottish index of multiple deprivation). This allows dietary information to be related to health outcome measures (obesity and diet related diseases) and confounding factors such as smoking can be linked to the data. This would provide the best possible diet and health evidence base for Scotland.
