Contract for project co-ordination of a refurbishment and extension of Stonehaven Tolbooth Museum
Notice Description
Tenders are sought from individuals, consultancies or organisations who have the necessary experience and expertise to co-ordinate and manage a major project to refurbish and extend the Tolbooth Museum. The successful individual or organisation will take overall responsibility for delivering the project to the point when the main contractors are appointed for the capital works.

Stonehaven Tolbooth Association (STA) is a community organisation and charity (SC043279) which was established in 2011 in order to revive the Tolbooth Museum as a free-to-enter tourist attraction and community facility. The Tolbooth, constructed on the Old Pier in the Harbour in the late 1500s, is believed to be the oldest building in Stonehaven. It is a Category A listed building. Currently the museum occupies the ground floor of the building; the upper floor is a restaurant. The semi-circular courtyard to the east is unused and overgrown. The proposals are for a two-storey extension to the Tolbooth, which will allow it to house further exhibition space on the ground level, and a function room or cafe on the first floor. The extension to the Tolbooth will be built into the courtyard section of the site. Under the plans the ground floor will be extended and reconfigured to give access through a different doorway, which will allow space for enhanced retail provision. A new reception and information area will also be formed along with office space and public toilets. The current display areas will be realigned and extra display space gained by the extension into the old Inner and Outer Courtyards. The capital cost of the project in full is currently estimated at around GBP 1.3million. This estimate includes urgent remedial work on the existing Tolbooth building. STA has worked with an architect to develop an outline design for the redevelopment and extension of the museum. A planning application was submitted in November 2016 and permission granted in December 2017. It has been agreed that a professional project co-ordinator is now required to lead the project through to the capital stage. Tenders are sought from individuals, consultancies or organisations who have the necessary experience and expertise to co-ordinate and manage this major project. The successful individual or organisation will take overall responsibility for delivering the project to the point when the main contractors are appointed for the capital works. The STA board, through the Tolbooth Steering Group will continue to provide oversight and direction to the project, through regular project meetings as agreed within the project implementation plan, but the project co-ordinator will be tasked with day-to-day management of the project. The Tolbooth Steering Group will monitor progress against the milestones and deliverables set out in the successful proposal, sanction the recommendations and ultimately approve the business plan. It is anticipated that some of the specialist work within the scope (e.g. business plan, interpretation plan) may be undertaken by specialist consultants sub-contracted by the main tender. The STA board expect that the main contractor shall respond to the tender with any such sub-contracts included in the fixed price. The main contractor should be the designated project co-ordinator and main point of contact. STA is seeking tenders from individuals or organisations that have a proven track record of successful fund raising. The successful candidate will also have to: - Construct a robust business case and plan - Provide options assessment - Engage with stakeholders - Measure community engagement - Convene at least 2 workshops with the community STA recognise that an applicant may not possess all these attributes, and aspects of the work may have to be sub-contracted by the Project Manager. However, the latter must include the costs of any sub-contracting in their cost proposal.
