North Ayrshire Council on behalf of North Ayrshire Health and Social Care Partnership seek expressions of interest from appropriately registered and experienced Providers in relation to the following service: - Nethermains Support Service is a semi-independent living environment based in North Ayrshire, which provides accommodation for up to 5 adults (18+) who have enduring mental health problems . Whilst this is the current model and service user group, this may alter moving forward based on service user needs. - As a minimum the following staffing levels will be required: 3:5 during the day (14 hours) and 2:5 waking night shift (10 hours). - Service users support requirements may vary, therefore, levels of support will fluctuate by prior agreement of relevant personnel within the HSCP. The service is not financed by Union funds. Requests to participate are to be sent to Lisaburns@northayrshire.gov.uk Providers are encouraged to be innovative in their thinking if invited to submit a final bid and are invited to provide any suggestions and solutions that may improve outcomes for service users or provide value for money solutions. Any such proposal which alters the requirements of the service must be in the form a variant bid, must be clearly marked 'variant bid', and must be submitted at the same time as the fully bid request, should your organisation be invited to tender for this service. The basis of award will be MEAT bid with a quality /price weighting of 80/20.Dynamic purchasing system will not be used by additional purchasers. This is not a Framework Agreement. It is envisaged that one Provide will participate in this contract. Contract will be for a duration of 2 years with an option (subject to available funding and satisfactory outcomes) to extend for a further 12 months. This service is required as a matter of urgency due to closure of a Ward at Ailsa Hospital in Ayr, therefore, the start date is as soon as possible following contract award, which will take place around May 2018. Scheduled date for start of award - due to the urgency of the situation NAC aim to award this contract and agree an implementation plan around the early part of May 2018. This contract is not suitable for reserved contracts. The type of procedure which will be followed is negotiated procedure without prior publication. There will therefore be no further publication of a call for competition. Providers will progress to the next step of the procedure where they meet the following initial quality checks: - Interested providers must be registered with the Care Inspectorate to provide Housing Support. - Providers must be able to provide evidence that they have relevant experience of supporting adults with enduring mental health difficulties; whether within a community/care home/other setting. - More than 90% of existing services must be graded 4 "Good" in relation to care and support and a minimum 3 "adequate" in other relevant themes. - Providers must be able to evidence financially viability. - Providers must have appropriate levels of insurance. Those Providers who pass the initial quality checks will be issued example case studies and invited to negotiate how they would implement, provide and manage this service. This call for competition does not imply or guarantee any contract or services being commissioned by the Council. The time limit for receipt of expressions of interest are 10 days from date of publication of the PIN. Expressions of interest and subsequent documentation should be submitted electronically and in English.
