2019 Social Work Framework for Selected Purchased Social Care Supports
Notice Description
The Council, invites tenders for the provision of one or more of the following categories of care: Care and Support (including Technology Enabled Care and Support), Day Opportunities and Employability Supports; and Short Breaks (Respite). The Council intends to appoint a number of individual Providers, each operating under the Framework Agreement ("Framework") in relation to each of the service categories and sub groups described in section 1.4 of the ITT (available on PCS-t)

Category 2a, Day Opportunities and Employability Supports - Community Based
Tender Lot for the purchase of Day Opportunities & Employability support services in a Community setting for the following Service User Sub Groups: * Adults with Mental Health Difficulties * Adults with Learning Disabilities, Physical Disabilities, and also includes Autism Spectrum Disorders. (Age 16+) * Older People (Age 65+) * Children Affected by Disabilities (age 0 - 19) Full details are available in Service Specifications which can be found within the Public Contracts Scotland Tender Project space at the Supplier Attachment section
Renewal: Two further periods of 1 year each.
Category 3a, Short Breaks (Respite) - Community BasedTender Lot for the delivery of a Community Based Short Breaks service for the following Service User Sub Groups: * Adults with Mental Health Difficulties * Adults with Learning Disabilities, Physical Disabilities, and also includes Autism Spectrum Disorders. (Age 16+) * Older People (Age 65+) * Children Affected by Disabilities (age 0 - 19) Community Based Service delivery location will be flexible for this Lot to take account of the fact that Individuals may choose to receive their short break in an area other than Glasgow. "description": "In order to be awarded onto the Framework Applicants require to have a minimum of 2 years experience, within the last 3 years of providing social care services in at least one of the service categories, to people in at least one of the sub groups described in this notice and in more detail section 1.6 of the ITT available on PCS-t. Applicants also need to be able to demonstrate an average of Grade 3 or above in the published Care Inspectorate Reports for these existing services under the category 'Care & Support' (or published inspection reports from an equivalent regulatory body). Grade 3 or above should be evidenced in an Organisations most recent Care Inspection and the previous inspection (two most recent inspections). Where organisations have not been operating long enough to have 2 published reports they should provide the grades of all the published reports they have for relevant existing services, where these meet the Grade 3 or above criteria. A template and further guidance can be found in the \"ESPD Qualification Envelope, Additional Supplementary Questions\" document on PCS-t. Services should be delivered within the Glasgow City boundary only and any applicant applying for categories for building based service delivery should ensure that accommodation to deliver these services is solely within the Glasgow boundary. The exception to this is for the delivery of community based services, which should be delivered at a location, or in an area, that meets the needs of individuals' preferences. Applicants are not required to have a specific office base in Glasgow, however should be able to demonstrate sufficient infrastructure to support the delivery of services in Glasgow Prior to the commencement of the contract, applicants require to have all appropriate registrations in place relevant to the services they are bidding for. This is not negotiable. Applicants need to demonstrate a live registration for all categories/care groups they are tendering for, or evidence that applicants are in the process of becoming registered for those services with the Care Inspectorate. Only applicants who can meet these registration requirements will progress to contract award. As part of the qualifying criteria, Applicants will be required to provide information relating to; General Social Care Experience, Organisational Health & Safety Statement, Community Benefits Statement and Minimum Insurance requirements as well as providing relevant policy and procedural information. Applicants will also be required to answer a number of standard statements as part of the qualification process and full details are available within Public Contracts Scotland Tender, Project_10660"
