Notice Description
The Supplier appointed to this Framework Agreement will be capable of providing advice and support on a Call Off basis for the assessment of the technical, economic and environmental feasibility of low carbon technologies and district heat networks and systems. The Framework covers a range of potential support requirements, including all aspects of technical, economic and environmental advice and support that may be required by Zero Waste Scotland and / or our Clients for the development of low carbon and district heat network options and opportunities. It includes the ability to provide subject experts to lead on, support or provide training to key staff within Client organisations for the development of pre-feasibility / feasibility studies, business cases, impact assessments, environmental action plans or similar, including analysis and appraisal of options and calculation of environmental and / or economic benefits.

The Supplier appointed to this Framework Agreement will have a firm understanding of the subject matter and policy environment, along with relevant technical, environmental and economic skills and expertise to be capable of providing analysis and support on a Call Off basis for the assessment of the technical, economic and environmental feasibility of low carbon technologies heat systems and district heating networks. The Framework covers a range of potential support requirements, including all aspects of technical, economic and environmental analysis and support that may be required by Zero Waste Scotland and / or our Clients for the development of low carbon heat projects and district heating network opportunities. It includes the ability to provide subject experts to lead on, support or provide training to key staff within Client organisations for the development of pre-feasibility / feasibility studies, including analysis and appraisal of options and calculation of project benefits. Where the analysis includes a heat network, successful bidders will be required to conduct a feasibility to CIBSE CP1: Heat Networks: Code of Practice for the UK (2015) standards. Further details are provided in the Tender document.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015
Renewal: Single 12-month extension period available, subject to continued business need and funding.
