"description": "City of Edinburgh Council is committed to providing efficient and effective Advice Services for local citizens, addressing areas of welfare rights, debt and housing. Details of Council Commitments can be viewed via: http://www.edinburgh.gov.uk/info/20141/council_commitments Council's provision of Advice Services has developed over 30 years in response to a variety of factors including local/demographic needs, budgets and demand shifts. As well as advice and assistance provided via our own in-house 'Advice Shop' service, we currently provide grant funding to enable 3 Voluntary Sector organisations to deliver welfare rights and debt advice: - Citizens Advice Edinburgh (CAE); - Granton Information Centre (GIC); - Community Help & Advice Initiative (CHAI). We also contract with CHAI as lead organisation for 'Edinburgh Housing Advice Partnership' consortium delivering independent housing advice. The existing contract with CHAI and grant funding arrangements with CAE, GIC and CHAI are scheduled to end on 30/9/18, although it may prove necessary to extend these for an intervening period. Council is undergoing significant transformational change to put in place improved services. As part of this change, a review of current Advice Services arrangements was undertaken. We want a more efficient, streamlined and co-ordinated/integrated Advice Service in place and are keen to explore possible alternative delivery models. We envisage an appropriately refreshed approach will: - address ongoing budget constraints; - provide more effective services that fit with the new locality model for Council services; - contribute to tackling poverty and inequality, including prevention of homelessness; - realise better value for money. We anticipate establishing and funding Advice Services which incorporate a blend of internally and externally delivered advice provision. Provision must include all aspects of advice as defined by the Scottish National Standards for Information and Advice Providers, including advocacy and representation in the sheriff court and tribunals. Ensuring a seamless transition from the current arrangements to the new service model is important. We will seek tender bids for delivery of future Advice Services and publish an Invitation to Tender, including full details of the service specification, in due course. The contract term has not been decided but is likely to be 18 months with options to extend for up to 12 additional months. We must stress that no decision has been taken at this stage as to what any future model will look like. This is an exploratory stage to seek to gain a better understanding of what the future requirements are and how those can best be met. If any staff are affected by the change, the Council will consult with them and their Trade Union representatives. Next Steps Before finalising details of those requirements, we are keen to seek views of potential providers and other interested parties regarding possible delivery models which could be employed. We are keen to hear from organisations with a proven track record of delivering high quality advice services through a range of channels, including telephone and online, as well as face to face delivery for service users. Views and suggestions regarding effective/innovative use of modern technology in delivery, performance and case management of Advice Services would be particularly welcome.
