Notice Title

Evaluation of Knowledge Transfer Programme - Farming and Land Use

Notice Description

To develop and deliver an evaluation of a current knowledge transfer programme for farmers and land managers

Lot Information

Lot 1

Future Farming Scotland is a knowledge, skills and innovation programme for farmers, crofters and land managers across Scotland interested in using low-input and sustainable practices for productive and profitable farming and land use. The programme is delivered by Soil Association Scotland with funding from the Knowledge Transfer and Innovation Fund (funded by the Scottish Government and EU) with co-funding from Quality Meat Scotland, Forestry Commission Scotland and Innovative Farmers. The aim of the programme is to promote actions which are good for business, the environment and climate. Its key objectives are to: - Build knowledge and skills for productive, profitable and sustainable farming and land use. - Encourage, develop and support famer-led innovation. - Increase production by maximising the use of internal inputs and ecological processes. - Highlight examples of profitable and resource-use efficient production. - Improve efficiency to make financial savings and minimise greenhouse gas emissions arising from on-farm practices. Key areas to be evaluated: The evaluation will assess the programme's progress towards meeting its key outcomes set out in the original KTIF grant application. This is the key area of evaluation which will help to inform future design and delivery of Soil Association Scotland's knowledge transfer and innovation work. A critical element of this area of evaluation is to assess why and how beneficiaries (farmers, crofters and land managers) choose to change and/or adopt a new management practice as a result of participating in the programme, and the positive impacts which arise as a result. As examples, these positive impacts may include: - Business: improving profitability, productivity and performance - Ecosystem services: e.g. improving soil structure and fertility, water/drainage management - Environment: e.g. reducing GHG emissions and improving biodiversity - People : building awareness, knowledge and skills - Economic and social: e.g. introducing a new income stream, supporting young people and women in agriculture In addition, the evaluation will provide an assessment of the effectiveness of the programme's management and delivery systems including: - Format and style for the physical delivery of the projects - Marketing and communications strategies - Supporting reference materials - Internal monitoring and evaluation systems The evaluation will also assess how the programme has: Contributed to meeting Knowledge Transfer and Innovation Fund objectives and relevant Scottish Government policies including those on climate change, soils, and forestry Assisted our funding partners (Quality Meat Scotland and Forestry Commission Scotland) deliver their strategic objectives Methodology: although we invite bidders to specify their own methodology we would expect as a minimum to include collection and analysis of both quantitative and qualitative information. It will be important to explore the extent to which the project has resulted in impacts on its target groups and to look beyond the direct impact to assess any wider effect. Progress reports will need to be submitted on a regular basis. The final report of the evaluation will contain: introduction and overview of methodology; key findings; quotes and case studies; conclusions and recommendations; lessons learned or good practices identified; executive summary When responding to this invitation to tender we request that you include: an outline methodology; an outline project plan; a full cost breakdown, an overview of the project team and their professional credentials to deliver this project; relevant examples of experience on similar projects (including references/testimony if applicable); innovative and new solutions that meet the requirements of this tender/project but may not have been explicitly outlined in this document
