Summary of the contracting process

The procurement process involves the University of Strathclyde, based in Glasgow, which recently awarded a contract for the "Provision of a Future Hydraulic Press and Manipulator." This procurement falls under the education sector and is classified as a goods procurement. The award process was conducted using a limited procurement method, specifically a negotiated procedure without prior publication. The contract was signed on 27th March 2018, and the overall value of the contract is approximately £6,331,161.33, although this amount may fluctuate based on currency exchange rates.

This tender presents opportunities for businesses specialising in advanced manufacturing and engineering, particularly those experienced in hydraulic systems and forging technology. Companies capable of designing, manufacturing, and integrating high-tech presses and manipulators may find this contract appealing, especially those that can meet Industry 4.0 standards for automation and precision. The successful integration of the press at the University’s Advanced Forming Research Centre will also enable suppliers to showcase their innovations in materials processing and forging methodologies, potentially leading to further collaborations and contracts in the advanced materials sector.

Notice Title

Provision of a Future Hydraulic Press and Manipulator

Notice Description

This notice confirms the award of contract to Schuler Pressen GmbH for the Provision of a Future Hydraulic Press and Manioulator following a negotiated procedure without prior publication process.

Lot Information

Lot 1

The University has awarded this contract to Schuler Pressen GmbH to design, manufacture, install and Commission and multi-functional open, closed and isothermal forging press and manipulator. This press and manipulator will be highly integrated and require Industry 4 levels of control, accuracy and repeatability in order to provide a highly instrumented system that can record and control all process inputs and outputs necessary to understand and record forging conditions within each mode of operation. The system will be installed at University of Strathclyde Advanced Forming Research Centre (AFRC), Inchinnan Glasgow. The press/manipulator will be housed in a purpose built extension which will be built as part of this project but procured via a separate contract. The press will support the development of a wide range of improved, high integrity metal alloys for high temperature and other demanding applications. It will address the requirement for a representative, pilot scale facility to establish the processing parameters required for the production of advanced alloy forgings and to characterise the final materials and products. It will also offer a capability to provide next generation constitutive and microstructural formulations to validate mathematical modelling to put the science into the 'black art' of forging. The forge facility has the ability to investigate various aspects of open die, closed die and isothermal forging capability. The system is capable of operating up to 1200 T in open die mode with a 2000 T capability in closed die and isothermal mode. The press will be supported by a manipulator, tool-train and turntable. The press offers several different forging modes to enable ingot upset and reduction, and allow vertical extrusion with appropriate tooling where required. The manipulator allows handling of the ingot between the press and ancillary equipment, for use in different integrated forging modes. It will collect the ingot from a furnace, operate with the press during forging, and return it to a furnace or on the exit table of the forge. The manipulator will be developed in line with the press to ensure movement of the work piece at the required feeds and speeds. The University reserves the right to purchase additional warranties beyond the manufacturers warranty in subsequent years.

Options: The University reserves the right to purchase additional warranties beyond the manufacturers warranty in subsequent years.

Procurement Information

The University of Strathclyde have issued two previous tender opportunities utilising the open procedure, inviting bids for this procurement. On both occasions no compliant bids were received when assessed against the technical evaluation criteria. In addition to the lack of technically compliant bids some bids were not commercially viable in line with the available budget for this procurement.
