                    "description": "This procurement will be conducted through the use of the Restricted Procedure. The ESPD will be used as a downsizing tool in this procedure. It is Audit Scotland's intention to shortlist to a maximum number of 5 suppliers but Audit Scotland reserve the right to invite in excess of this number of suppliers in the event of a tie. ESPD Part III - Exclusion grounds If the bidder fails, on any of the mandatory exclusion grounds, it will not progress any further in this opportunity. If the bidder fails on any of the discretionary grounds, the Audit Scotland reserves the right to exclude the bidder, if it deems appropriate. Economic and Financial Standing 4B.4 -this will be score on a pass/fail basis. If the bidder cannot achieve the minimum ratio, it will be deemed as a \"fail\". 4B.5.1- this will be score on a pass/fail basis. If the bidder responds back \"No, and I cannot commit to obtain it\" it will be deemed as a \"fail\". 4B.5.2- this will be score on a pass/fail basis.
