Notice Title

Supply of NPK Fertiliser to the National Forest Estate and Nursery

Notice Description

FES have a requirement for a variety of blends and controlled release NPK fertiliser (nitrogen (N), phosphorus (P) potassium (K)) depending on the area of the business. Fertilisation is an investment from which we expect to generate a return - increased stand volume and value resulting from accelerated stand development. We are seeking to establish a supply Framework for two distinct high level business needs which require differing specifications and this is split into: a. Lot 1 for use in the establishment of forestation and remedial maintenance where nutrient deficiency has been identified and b. Lot 2 for use in the Newton Nursery (young tree establishment)

Lot Information

NPK to National Forest Districts

The bulk of forest district fertiliser usage in Scotland is in North Scotland (with some use in Galloway/Lochaber). We will require 1 tonne capacity bags containing 750kg of fertiliser for aerial application, and or 20/25kg bags of fertiliser for manual spreading. The call off requirement for order processing will be two types of order: a. Small order for collection: - less than 10 tonne for collection from either of two specified National points with one to be in North Scotland (within 50 mile radius of Inverness) and one South Scotland (within 50 mile radius of Glasgow). b. Large order for delivery: - 10 tonne and above for delivery by supplier to forest roadside as required.. Please note: - Phosphorous will be supplied in the form of either unground or granulated (North African/Gafsa) rock phosphate with a minimum P2O5 content of 27%, with at least 9% of the material being soluble in citric acid.

Renewal: The framework will be for an initial period of 36 months with the option of a 12 month extension at the FC's discretion.

NPK Fertiliser requirements to Newton Nursery

Newton Nursery uses various nutrient regimes to ensure that intensive nursery production systems can be maintained at the nursery without any long-term soil degradation occurring at the nursery. The two most important nutrient regimes in operation at the nursery both include the use of NPK fertilisers which also contain other trace elements such as Magnesium, Calcium and Sulphur. All products will be priced on a delivered rate at pallet quantity. The nursery only purchases fertilisers packed in 20/25kg bags and in pallet quantity, including delivery, once or twice per year.

Renewal: Framework for initial period of 36 months with the option of a 12 month extension.

"description": "ESPD evaluation will be scored as pass/fail. Should any question be scored 'fail' the entire bid shall be set aside. Where the bidder relies on the capacities of other entities/consortium member in order to meet the selection criteria they must provide a separate ESPD for each entity. Please read the bidders instructions on the ESPD section 2C.1 for full details. If the bidder intends to subcontract any share of the contract to third parties, then the bidder will be required to submit a separate ESPD (Part II A&B, and Part III A&B only) for each subcontractor. Please read the bidder's instructions on the ESPD section 2D.1 & 2D.1.2. Question Scoring Methodology for Technical Criteria: 0 - Unacceptable - Nil or inadequate response. Fails to demonstrate an ability to meet the requirement. 25 - Poor - Response is partially relevant and poor. The response addresses some elements of the requirement but contains insufficient/limited detail or explanation to demonstrate how the requirement will be fulfilled. 50 - Acceptable - Response is relevant and acceptable. The response addresses a broad understanding of the requirement but may lack details on how the requirement will be fulfilled in certain areas. 75 - Good - Response is relevant and good. The response is sufficiently detailed to demonstrate a good understanding and provides details on how the requirements will be fulfilled. 100 - Excellent - Response is completely relevant and excellent overall. The response is comprehensive, unambiguous and demonstrates a thorough understanding of the requirement and provides details of how the requirement will be met in full. Any Bidder that receives a score of Zero for one or more Technical criteria will be excluded from the tender. The FC guide to PCS-T here: https://scotland.forestry.gov.uk/images/corporate/pdf/pcs-tender-guidance.pdf The Supplier Developer Programme is available to assist suppliers with public procurement including training events: https://www.sdpscotland.co.uk/region/forestry-commission/ The buyer is using PCS-Tender to conduct this ITT exercise. For more information see: http://www.publiccontractsscotland.gov.uk/info/InfoCentre.aspx?ID=2343 Actual requirements can vary due to changes in (for example); Restocking Programme - changes to Operational programmes may increase or decrease fertiliser requirements during the lifetime of this Framework, which could result in more or less money being available for restocking. Tree health & Wind-Blow which could result in an increase in requirements due to more trees being felled than previously planned requiring additional planting. Renewables - planning permission for some Projects may not come to fruition - this would result in extra hectares becoming available for restocking Policy Change -The current drive from Scottish Government to increase restock volumes across the National Forest Estate, may result in additional restock planting being required on poorer ground conditions. Environmental/Wildlife Constraints - The landowner may have to implement measures to protect the environment and/or wildlife in the vicinity of operations resulting in programme reductions if alternative sites are not available. Environmental - The Forestry Commission may require differing product specifications over the duration of the Framework agreement due to results of Foliar Analysis or alternative prescriptions for treatment.
