The primary output of the project will be a concise as possible, high-quality report that examines the business case for a SEEP National Delivery Mechanism and performs an options appraisal on the various potential governance structures for a SEEP National Delivery Mechanism and which provides a well-evidenced recommendation on the most suitable delivery model, taking into account factors including (but not limited to) costs, legal considerations and the ability to carry out the functions required to deliver SEEP.
