CivTech(r) brings together public sector expertise and private sector creativity to solve real problems, develop new products, and deliver better, faster and easier services for everyone. Central to the approach is co-production with the citizen. Part of the Scottish Government's Digital Directorate, CivTech's approach is already helping transform public sector engagement with tech and innovation, delivering significant benefits to public services, and producing genuine uplifts for the Scottish economy. Why the Challenge Sponsor is focused on this: Information from various SAITG members suggests that there is an emergence and a diversification by serious organised criminals selling counterfeit and illicit commodity and products online. Purchasing online is a significant enabler for organised criminals within Europe and internationally to exploit Scottish Consumers. Traditional sources for buying counterfeit products such as counterfeit medicines, particularly lifestyle pills, cigarettes, e-cigarette products, clothing and pirated music and film are sourced online. Significant amounts of physical commodities and goods are shipped, stored and distributed via container, postal network, courier services with shipments from China and India. There has been a move to smaller packages, individual items using the postal and courier system as there is higher return lower risk of detection. There is information to suggest that organised criminals within Scotland are diversifying into perceived low risk commodities and activities. Vision: - Inform collaborative public messaging to protect public health and positively influence attitudes and behaviours towards illicit goods. - Reduce the impact by deterring illicit trade activity from Scottish, European and International organised crime. - Create a product that will assist to shape the intelligence picture for collaborative partners within the Scottish Crime Campus and their key stakeholders. - Shape the proactive deployment of preventative activity by efficient use of non-law enforcement activity .e.g. deprivation of credit card payment, removal of websites, social media sites etc. - Collate information from a variety of sources to gain an overview of how illicit trade manifests itself in Scotland. What the Challenge Sponsor would like to see from the solution: The ecommerce in illicit products is ever evolving fuelled by consumer apathy. By identifying trends and patterns, we can positively influence consumer behaviour with the strategic goal of making the trade in illicit products socially unacceptable within our communities and financially unviable to serious organised crime. The solution will provide predictive analysis on consumer searches for illicit and counterfeit products. This will inform collaborative public health and awareness communication strategies in defined localities. Ultimately a predictive, preventative solution will reduce the need for enforcement activity by law enforcement agencies. The solution required needs to be a stand-alone product that can be web based for access remotely by all key stakeholders. The product will not be integrated into stakeholders existing ICT systems.
