Please note this is a contract award notice, not a new opportunity. CivTech(r) brings together public sector expertise and private sector creativity to solve real problems, develop new products, and deliver better, faster and easier services for everyone. Central to the approach is co-production with the citizen. Part of the Scottish Government's Digital Directorate, CivTech's approach is already helping transform public sector engagement with tech and innovation, delivering significant benefits to public services, and producing genuine uplifts for the Scottish economy. Please note this is a contract award notice, not a new opportunity. Challenge narrative Scotland is determined to create a world leading digital planning system. The current system is in need of development to take advantage of all the advances in technology over the past decade. People care deeply about their communities and their local streets, spaces and places. However there is fairly limited demographic that engages with planning and the important decisions that affect communities. This Challenge is focused on supporting engagement, particularly at the early stage when local plans are being developed and there is the greatest opportunity to influence the outcome of the process. This way we can help to ensure places meet the needs and aspirations of the communities and citizens who will live and work in or visit them. Solving this will make the entire process more democratic and enable communities to genuinely shape the future of their places. There's the opportunity to enhance understanding of the planning process, and encourage collaboration from the outset. So any potential solution will need to help communities and the individuals in them assess the impact of changes on local facilities and infrastructure, and provide a way for them to express their views and vision. So, how can we use technology and data to improve the reach and quality of public engagement in the planning system? Why is your department focused on this challenge? Our vision is to create a world leading planning system for Scotland. A central aim of the planning system is to manage change in a way which ensures that successful places are created. Broad and meaningful community engagement in decisions about the way that places will change is key to ensuring that places meet the needs and aspirations of the communities and citizens who will use them. What would you like to see from the solution? A solution which builds the capacity within communities through groups such as community councils and development trusts, to support them to help the wider community understand and engage with the planning process. A solution which uses technology to increase users general understanding of the planning process and assists these users to engage meaningfully without the need for significant financial investment in hardware or training.. A solution which is intuitive and capable of being used in offline mode. A solution which could provide guidance which is legible and accessible to users with a range of interests, levels of technical / digital ability and knowledge of the planning system. A solution which supports mobile access and renders information in a form suited to the device on which it is being accessed. System security, System resilience, upgrades, GDPR compliance What does success look like in measurable terms? A broader range of participants in the Planning Process in terms of age, socio-economic groupings and property ownership status. - Community Councils are better equipped to represent the view of their whole community in the Planning Process - An increased percentage of the citizens who have collaborated in the Planning Process have a positive view of their participation experience. - An increased level of participation in the forward planning stage of the Planning Process - Increased quality of participation in the Planning Process in terms of both the relevance of issues which are raised by citizens and how they are taken into account by Planning Authorities. - Citizens' participation has become more collaborative and less adversarial. - Planning Authorities have meaningful insights into communities' views - Engagement in the Planning System is Open Inclusive and Legible for citizens, creating an increase in the %age of citizens who feel they have the ability to influence decisions about how their area will change..
