Notice Description
The service relates to the provision of Annual Dry Dockings, slipping for routine repairs and classification and MCA survey of up to 32 Ro-Ro & passenger ferries ranging from approximately 20m to 118m for CalMac Ferries Limited. The scope of work will comprise of main and intermediate dry dockings, with additional maintenance, repairs and replacements as required including modifications, upgrades, project work and emergency dockings. The buyer is using PCS-Tender to conduct this EPSD/ITT exercise.
Lot Information
Lot 2 - Loch Striven, Loch Tarbert and Loch Ranza
3 small vessels, the Loch Striven, Loch Tarbet and Loch Ranza for the provision of Annual Overhauls, emergent works, repairs, dry docking/slipping and emergency docking, project work, modifications and upgrades. This will be a multiple participant framework for 1 year. Load Line Notations Loch Striven - Valid only on the West Coast of Scotland service inside the inner islands, and between Kishorn and Largs and Mull of Kintyre and Stornoway in reasonable weather. Loch Tarbert - Service restricted to West Coast of Scotland service inside the outer islands and in the Sound of Harris. Loch Ranza - Valid while the vessel is engaged on the West Coast of Scotland service inside the inner islands, and between Kishorn and Largs and Mull of Kintyre and Stornoway in reasonable weather. Also occasional service as relief for Lochnevis between Mallaig, isle of Skye, Eigg, muck, Rum and Canna in reasonable weather and in accordance with MCA operational limits.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts(Scotland) Regulations 2015.

This will be a multiple participant framework for 1 year. Isle of Arran no overhaul planned in this framework, included for other works. Caledonian Isles - West coast of Scotland and western Isles and North Coast of Scotland and Orkney Isles and voyages to UK ports for survey in reasonable weather. This will be a multiple participant framework for 1 year. Loch Seaforth no overhaul planned in this framework, included for other work. This will be a multiple participant framework for 1 year. Lochnevis, Loch Dunvegan, Argyle and Bute no overhaul planned in this framework, included for other works. Load Line Notations Loch Shira - Restricted to River Clyde and Firth of Clyde Loch Portain - The sound of Harris with occasional visits to UK ports in reasonable weather. Loch Fyne and Loch Dunvegan - Valid only on the West Coast of Scotland service inside the inner islands, and between Kishorn and Largs and Mull of Kintyre and Stornoway in reasonable weather. Coruisk - Voyages within limits of the Passenger certificate between the ports on the West Coast of Scotland and the Western isles of Scotland. Voyages to ports in the UK without passengers or cargo and in favourable weather for docking, repair or surveys and repositioning voyages. Lochnevis - Valid for the West Coast of Scotland inside the outer islands service with occasional service to other UK ports in reasonable weather for survey/overhaul. Argyle & Bute - Restricted to River Clyde and Firth of Clyde. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts(Scotland) Regulations 2015.
Lot 4 - Catriona and Lochinvar2 vessels, the Catriona and Lochinvar for the provision of Annual Overhauls, emergent works, repairs, dry docking/slipping, emergency docking, project work, modifications and upgrades. This will be a multiple participant framework for 1 year. Hallaig no overhaul currently planned in this framework, included for other works. Load Line Notations Catriona, Lochinvar & Hallaig- Valid for vessels operating on the West Coast of Scotland in EU Category C or D waters. Also valid for transfer, without cargo or passengers, between routs on the West Coast of Scotland and for proceeding to UK ports for overhaul or repair by transiting inside the inner Isles and subject to the same weather conditions as EU category C or D waters.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts(Scotland) Regulations 2015.

Loch Bhrusda - Service restricted to West Coast of Scotland service inside the outer islands and in the Sound of Harris. Isle of Cumbrae - Has a load line exemption to allow her to proceed to Lochaline and Raasay, and operate to passenger service as defined in Class IV, V and Euro C (R)and for survey and maintenance. "description": "Vessels are subject to specific operational areas contained in the load line certificate for each vessel. Any contractor will require to be located within the geographical restrictions of the vessel. Vessel movements may also be subject to favourable weather conditions and MCA approval. The overhaul and repair works cycle time should be no greater than the dates specified in Appendix 3 - Vessel Restrictions and Lots this is inclusive from the vessels place of operation to reinstatement and full return to service. Scope of work and specific vessel dependant, the vessels will on average require being in dock for two to three weeks with Small vessels on average between one and two weeks but may be longer depending on work scope. Tenderers should be aware that the time available to overhaul and complete all repairs, includes travel time from and to the Port of operation. Tenderers must demonstrate how they will meet these deadlines. This includes arrival, MES deployment if required, entering dock, exiting and trials. Following framework formation, bids may be considered as bundles for a number of similar types of vessels. Please see the Lot structure for further details of vessel movements. Question scoring methodology for Selection Criteria: pass/fail Award Criteria questions can be found in the ITT together with the weightings. Award scoring methodology will be the following: 0 - Unacceptable. Nil or inadequate response. Fails to demonstrate an ability to meet the requirement. 25 - Poor. Response is partially relevant but generally poor. The response addresses some elements of the requirement but contains insufficient/limited detail or explanation to demonstrate how the requirement will be fulfilled. 50- Acceptable. Response is relevant and acceptable. The response addresses a broad understanding of the requirement but may lack details on how the requirement will be fulfilled in certain areas. 75 - Good. Response is relevant and good. The response is sufficiently detailed to demonstrate a good understanding and provides details on how the requirements will be fulfilled 100 - Excellent. Response is completely relevant and excellent overall. The response is comprehensive, unambiguous and demonstrates a thorough understanding of the requirement and provides details of how the requirement will be met in full.
