NHSScotland Cost Advisor Framework
Notice Description
This Framework will provide Cost Advisor services to Framework Customers (as further described in the Statement of Requirement) on a call-off basis. Please note the content of all of this SOR which specifies the full requirements which are relevant to the performance of a prospective Cost Advisor duties under the proposed CA Framework. The role of CA is varied and may include inputs to projects to be delivered via a variety of procurement routes as indicated above. It will be a key requirement of this framework to provide Cost Advisor services for construction projects procured under the NEC4 suite of contracts. The Cost Advisor will be required to be conversant with all procurement routes used to deliver NHSScotland projects. The authority is not able to guarantee the volume, type or value of any work called off under the framework however the current estimate of the total potential value over the term of the framework is noted below.

"rationale": "Need for additional works, services or supplies by the original contractor/concessionaire: The publication of the Programme for Government in September 2021 indicated a significant increase in capital expenditure of 10bn GBP over 10 years versus the 2.4 GBP commitment for 5 years in the NHSScotland Capital Programme. This necessitated a review of the proposed replacement NHSScotland Consultant frameworks to ensure that the new Cost Advisor framework provided a fit for purpose arrangements for the NHSScotland capital programme. The additional demands on NHSScotland Boards during the Covid-19 pandemic resulted in NHSScotland Boards having insufficient capacity to engage on this. This modification is necessary in line with Regulation 72(1)(c) of the Public Contracts (Scotland) Regulations 2015. NHS National Services Scotland deemed that putting in place a short duration framework until such time a strategy was in place for a fit for purpose framework constitutes significant inconvenience and substantial duplication of costs in line with Regulation 72(1)(b)."
