Notice Description
Borders College wishes to appoint a contractor to create a second floor within our Hawick campus to enable the College to create a new STEM centre. This will include a new steel structure to incorporate a staff workroom and workshop. Construction of an external ECO house will also be required.

Borders College wishes to appoint a contractor to construct a second floor within our Hawick campus to enable the College to create a new STEM centre. This will include a new steel structure to incorporate a staff workroom and workshop. The Building is 10 years old with North facing Atrium. The works will entail installing a second floor within the Atrium to create a staff base in order to create space in an existing area for the new STEM workshop. The creation of new access routes to the new floor and M&E fit out of the new floor and STEM workshop will be required. Construction of an external ECO House for training purposes will also be required. The College have appointed an Architect and QS who will develop a Bill of Quantities. Contractors must be aware that access to the building for members of staff must be maintained throughout the construction period.. Economic operators may be excluded from this competition if there are any of the situations referred to in regulation 8 (1) of The Procurement Scotland Regulations 2016.

"description": "Evaluation We Will apply a two stage process: Stage 1: Pre-Qualification via the submission of the completed ESPD (Scotland) Bidders must pass the minimum standards (Pass/Fail) section of the ESPD (Scotland). Statements detailing the specific requirements can be found within section III.1.1 & 2 of the contract notice. Bidders must also complete the section on Technical & Professional Ability in the ESPD, the responses to these statements will be scored as per the scoring methodology detailed within III.1.3 of this notice, all bidders must reach a minimum pass mark of 50% in order to be considered for shortlisting. We will accept the 5 highest scoring bidders who reach the minimum pass mark through to ITT stage and they will be invited to submit a tender. Stage 2: Invitation to Tender (ITT) The College will evaluate all shortlisted bidders/Tenderers ITT submissions by undertaking a Quality/Technical and Commercial evaluation. The Quality/Technical assessment will be undertaken through a marking process of responses to questions in the ITT document. Technical scores shall be allocated based on the total percentage achieved by the responses out of a maximum percentage. For example, if a question is weighted 10% and your submission scores 3 points out of 4 for that question the you will receive 7.5% out of a possible 10%. E.g. in the event you score 4 out of 4 for all our quality questions and score 100 then you will be awarded the Maximum score of 100%. In the event that you score 2 out of 4 for all questions then your score will be 50% out of the quality percentage of 10% therefore you score would be 5%. Cost- the bidder who submits the lowest cost will have awarded the maximum score 80% and the others awarded a score pro rata, in relation to the lowest bid."
