THE CITY OF EDINBURGH COUNCIL

This public procurement record has 1 release in its history.

Summary of the contracting process

The City of Edinburgh Council is seeking to fulfil an urgent requirement through an interim contract for the "(Interim) Holiday Activity Programme for Children and Young People with Disabilities." This initiative aims to provide exciting and enjoyable activities for disabled children and young people during school holidays, ultimately supporting family life. The procurement method used for this contract is a limited procedure, awarded without prior publication of a call for competition, due to extreme urgency as outlined in Regulation 74 of The Public Contracts (Scotland) Regulations 2015. The award was completed on 25th May 2018, with services to be delivered in the City of Edinburgh.

This contract presents a significant opportunity for organisations specialising in recreational activities, support services for disabled children, or community engagement. Businesses that are well-positioned to compete include those with experience in inclusive programming, working with children and young people with disabilities, and those adept at meeting urgent service needs. The Council is currently reviewing service requirements as part of a strategic evaluation, encouraging the participation of interested providers who previously noted interest in the preliminary information notice.

This Contract falls within the category of contracts covered by Regulation 74 of The Public Contracts (Scotland) Regulations 2015 and is being awarded in accordance with the process set out in Regulation 33, in particular Regulation 33 (1) section (c) "reasons of extreme urgency brought about by events unforeseen by the contracting authority, the time limits for open procedure, restricted procedure or competitive procedure with negotiation cannot be applied". Procurement Information

Due to the unforseen need to cancel the previous contract awarded on notice 502412, there was not the time to develop a new tender with appropriate lessons learned and coproduction with children/young people with disabilities and their carers who deem this service to be a life line as many cannot access main stream provision. The Council put in place emergency measures to ensure the continuation of the service for vulnerable families and awarded an interim contract to a provider with the knowledge and resource to provide support to the Council. This Council are currently reviewing the service requirements as part of a strategic process which is evaluating in-house disabilities services as a whole for children/young people. All interested providers who noted interest in PIN notice have been kept updated.
