This relates to the procurement of a support agreement for maintaining our TEML 41 system. This is a safety critical system that was installed and has been maintained by Bombardier since date of install. This system is SPT specific and was designed by Bombardier. However for several years, the function has moved over to Hitachi. As such Hitachi is the only contractor who is competent and willing to provide support of this safety critical system. It is also important to state that during the modernisation of the subway it is imperative that continuity of service with this system is required during the time of change for so many related systems.

This requirement is exempt from competition due the proprietary nature of the network, this infrastructure was designed and installed by Bombardier, and as SPT has decided to continue to use this provider till the end of life for the TEML 41 system, the procurement route available is to negotiate without competition. This negotiation process comprised of extensive discussions with Hitachi, including process mapping and resulted in a proposal with a level of maintenance that took into account the age of the equipment and aligned with the introduction of new rolling stock. The supplier proposals were fully scrutinised by the SPT Engineering team. SPT entered into contract negotiations with the supplier regarding the option of taking new contracts until the introduction of the new fleet and signalling contract of 2022. By entering these negotiations in early 2018 and realigning the scope to meet the current business requirements it is aimed to establish best value for SPT throughout the contract life.

Options: The final negotiated term of the contract is four years with effect from December 2018 for all TEML41 support including preventative and call out support.
