The council is seeking to appoint suitable contractors for the treatments and disposal of various waste streams from its Ecodeco mechanical biological treatment (MBT) plant .

Lot Information

Treatment and disposal of Residual Waste

This Lot is seeking suitably qualified service providers capable of delivering a service for the treatment and disposal of material collected as part of Municipal Solid Waste (MSW) household and commercial residual waste collection services by Dumfries and Galloway Council's collection service, as well as potentially from other sources such as Household Waste Recycling Centres. Likely to include a mix of general waste materials, some of which may be recyclable, but which may be adversely affected by organic waste such as food waste or similar cross-contamination. The material in this Lot may be required to be treated by further segregation and/or sorting prior to treatment to ensure diversion of materials such as ferrous, non-ferrous metals and recyclable plastics from landfill or energy production; use in processes to produce energy, refuse derived fuel (RDF), solid recovered fuel (SRF) or other energy releasing material, and; for the remaining fraction after any such treatments, by landfill. This lot is for material that is normally treated in-house at Dumfries and Galloway Council's Mechanical Biological Treatment plant (MBT). We are seeking bids from service providers that are able to provide capacity for short term, unplanned periods, for example due to breakdowns or short notice engineering works. It is anticipated that there is a low likelihood of this happening and when it does it should be for short periods of 1 - 3 days. However, bidders should plan for this capacity to be required for up to two weeks at a time. The tonnage shown for this lot is shown as a daily maximum tonnage due to the short term nature of the requirement. This capacity will be required Monday to Friday.

Renewal: The council will reserve the right to extend the contract for a further period of six months.

Treatment and disposal of MBT Rejects

This Lot is seeking suitably qualified service providers capable of delivering a service for the treatment and disposal of MBT Rejects. This waste stream is one of the outputs of the MBT plant rejected from the SRF manufacturing process due to size. This is material that has been through MBT drying process, two shredders, a trommel and an overband magnet. It potentially consists of material input to the MBT that is greater than the specified cut size of the secondary shedder (i.e. 80mm) such as wood, hard plastic, stones etc.

Renewal: The council will reserve the right to extend the contract for a further period of six months.

Treatment and disposal of MBT Glass, CSP & Organics

This Lot is seeking suitably qualified service providers capable of delivering a service for the treatment and disposal of MBT Glass, CSP & Organics. This output from the MBT consists of sub 22mm glass, CSP (ceramics, stones & porcelain) and organic material. It is heavily contaminated with long thin items that can pass through the screen of a trommel such as plastic pens and AA or AAA sized batteries etc.

Renewal: The council will reserve the right to extend the contract for a further period of six months.

Treatment and disposal of MBT SRF

This Lot is seeking suitably qualified service providers capable of delivering a service for the treatment and disposal of Solid Recovered Fuel (SRF). SRF is the main output from Dumfries and Galloway Council's Ecodeco MBT plant. It consist of flecks of combustible materials (mostly paper, card & plastic) typically around 80mm is size.

Renewal: The council will reserve the right to extend the contract for a further period of six months.

Treatment and disposal of MBT Fines

This Lot is seeking suitably qualified service providers capable of delivering a service for the treatment and disposal of MBT Fines. This output from the MBT is the fine organic material smaller than 8mm.

Renewal: The council will reserve the right to extend the contract for a further period of six months.

Treatment and disposal of MBT By-pass

This Lot is seeking suitably qualified service providers capable of delivering a service for the treatment and disposal of MBT By-pass. By-pass material is the result of input material to the MBT (i.e. residual waste as per Lot 1 above) that has been through the initial shredder and the MBT drying process, but not the refinement process that separates the material into its various outputs.

Renewal: The council will reserve the right to extend the contract for a further period of six months.

Treatment and Disposal of MBT Dust

This Lot is seeking suitably qualified service providers capable of delivering a service for the treatment and disposal of MBT Dust. This is the material from the dust extraction system of the MBT. The dust is contained in large bags sometimes referred to as "tonne bags" or "elephant bags".

Renewal: The council will reserve the right to extend the contract for a further period of six months.

Treatment and disposal of MBT Metal

This Lot is seeking suitably qualified service providers capable of delivering a service for the treatment and disposal of MBT Metal. This is ferrous metal extracted from the mixed waste stream as part of the MBT plant's refinement operation. This material is heavily contaminated with mixed waste. It has been shredded twice by the point of extraction.
