Summary of the contracting process

The University of Aberdeen has successfully completed a procurement process for the upgrade of its existing Philips 3T MRI Scanner, essential for enhancing clinical imaging and research capabilities. The procurement, initiated as a tender, was carried out through a limited method without prior publication of a call for competition due to the technical necessity of the upgrade. This contract, valued at £1,120,105, was signed on 12th December 2018, with the delivery location specified as the Aberdeen Biomedical Imaging Centre. The process was categorised under the goods procurement category, and the project falls under the education industry.

This tender presents a significant opportunity for businesses specialising in medical equipment upgrades, specifically those with expertise in MRI technologies. Companies that can demonstrate capability in advanced imaging systems, alongside previous experience with Philips' equipment, are particularly well-suited to pursue similar contracts. Partners in this sector can leverage the University of Aberdeen's focus on maintaining technical capacity while promoting their own growth by aligning their services with the institution's ongoing research and clinical ambitions.

Notice Title

MRI Scanner Upgrade

Notice Description

In order to provide high quality clinical imaging and cutting edge research capabilities for our scientific and technical research program, it is essential that we upgrade the existing Philips 3T MRI Scanner. A full upgrade of the scanner to a digital platform without replacement of the actual magnet would enable us to maintain full functionality of the current scanner with additional specialist advanced imaging packages. Replacing the entire system would be considerably more costly and would also result in more than 12 weeks downtime for the scanner, i.e. a substantial disruption to our clinical and research program. Therefore, from a technical point of view, Philips Electronics is the only supplier able to facilitate our requirements for an upgrade whilst maintaining our current technical ability.

Lot Information

Lot 1

Under Regulation 33(1)(b)(ii)of the Public Contracts (Scotland) Regulations, a contracting authority may use the negotiated procedure without prior publication in the case of a public contract, based on the following justification: Competition is absent for technical reasons (but only where no reasonable alternative or substitute exists and the absence of competition is not the result of an artificial narrowing down of the parameters of the procurement).

Options: Year's 2-5 warranty will be paid annually upfront.

Procurement Information

In order to provide high quality clinical imaging and cutting edge research capabilities for our scientific and technical research program, it is essential that we upgrade the existing Philips 3T MRI Scanner. A full upgrade of the scanner to a digital platform without replacement of the actual magnet would enable us to maintain full functionality of the current scanner with additional specialist advanced imaging packages. Replacing the entire system would be considerably more costly and would also result in more than 12 weeks downtime for the scanner, i.e. a substantial disruption to our clinical and research program. Whereas, reuse of the magnet will reduce installation time to a maximum of 4 weeks thereby only impacting down time by one calendar month. Therefore, from a technical perspective, the only supplier to facilitate our requirements for an upgrade whilst maintaining our current technical ability, continuity of longitudinal studies, protocol and sequence development expertise is Philips Electronics.
