Notice Description

This is a Contract Award Notice and as such the procurement process has now ended. The Centre for Health Science (CfHS) offers some 7,000m2 net lettable space over three phases completed in 2006. It is a three storey multi-occupied property with a focus for excellence in healthcare, biotechnology research, education, training and business development which was jointly funded by Highlands & Islands Enterprise and the European Regional Development Fund (ERDF). HIE required a suitably qualified and experienced supplier to provide total facilities management services at the CfHS. These services will be required from 1 June 2019 for an initial period of 2 years, with HIE having the option to extend the contract two times for a period or periods each not exceeding 1 calendar year, following the Initial Term (2+1+1 years)

A summary of the main activities associated with delivering this service are listed below and should be read in conjunction with Appendix A Specification of Services: 1. General 2. Management and Administration 3. Managed Services 4. Helpdesk and Computer Aided Facilities Management 5. Hard Facilities Management Services 6. Soft Facilities Management Services 7. Additional Relevant Services 8. Mobilisation. Economic operators may be excluded from this competition if they are in any of the situations referred to in Regulation 58 of the Public Contracts (Scotland) Regulations 2015.

Options: HIE may require the supplier to provide additional services. Any such modification shall be in terms of Regulation 72 of the Public Contracts (Scotland) Regulations 2015. Examples of contract modifications can include (but are not limited to): - Reduction/increase in the areas requiring cleaning - Additional reception/security presence - Exclusions listed in 5.6 of Appendix A Specification of Services (Work falling into this category will be charged on a monthly basis as an extra to contract subject to review and agreement in the monthly contract performance meeting) - Expansion of useable office space requires additional/increased services or decrease of useable office space/vacant offices require reduced services - Labour, materials/parts for reactive repairs over 1000 GBP (excl VAT) - Project management and associated costs on behalf of tenants - Pest control and security emergency call-outs over the estimated amount per annum

Renewal: The Contract will be awarded for an initial period of 2 years with HIE having the option to extend the contract two times for a period or periods each not exceeding 1 calendar year following the Initial Term (2+1+1 years)
