Notice Description

This is a Contract AWARD Notice and as such the procurement process is complete. HIE is seeking a suitably qualified supplier who has experience of working with mainly micro and small social/community enterprises to provide Board Healthcheck, Skills and Training (BHST) across the Highlands and Islands region. Due to the nature of the requirements, the supplier should have a knowledge and understanding of Board governance issues, best practice in this area and an in-depth knowledge of the geography of the region. It is expected that these services will be required from April 2019 for an initial period of 2 years, with HIE having the option to extend for a period or periods together not exceeding 1 calendar year following the Initial Term. The budget currently available to deliver this service (including any extension) is between GBP120k and GBP135k (excluding VAT).

The Board Healthcheck, Skills and Training will have five elements: 1 - Board Healthcheck 2 - Skills Survey 3 - On-line Material/Delivery 4 - Coaching 5 - Healthcheck Reviews The supplier will be required to produce: 1 - A proforma governance Board Action Plan, incorporating a training needs plan. 2 - A proforma Directors' skills questionnaire. 3 - A governance overview video - thought provoking - 10-15 min. max. - outline to be reviewed by HIE. 4 - Content, handouts and questionnaires (for optional participation) for 4 - 6 governance topic webinars - 60 min. max. The number of topics and length of the webinars are open to the tenderers proposals within the available budget. 5 - Sample documents, e.g. policies, induction pack, strategic plan, etc . 6 - A flexible, rolling webinar training calendar.. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 8 and 9 of the Procurement (Scotland) Regulations 2016.

Options: The client may choose to modify this framework, where for example increases or decreases in the number of sessions or reviews are required.

Renewal: The Contract will be awarded for an initial period of 2 years with HIE having the option to extend for a period or periods together not exceeding 1 calendar year following the Initial Term.
