Summary of the contracting process

The City of Edinburgh Council is planning to procure services related to Unpaid Carer Services aimed at supporting the growing number of unpaid carers in the city. The procurement process is currently in the planning stage, with significant engagement activities scheduled ahead of a potential tender launch. Notably, the council plans to hold supplier engagement events on 7th February and 1st March 2019 at Waverley Court, Edinburgh, with a deadline for attendance confirmation by 5th and 27th February, respectively. This contract, if tendered, is expected to be awarded as a three-year contract starting 1st April 2020, with a possible two-year extension.

This procurement presents a significant opportunity for businesses that specialise in providing support services to unpaid carers, particularly those equipped to address the needs identified under the Carer (Scotland) Act 2016. Companies offering services in areas such as health and well-being, information dissemination, and personalisation of care provision would be particularly well-suited to participate. Engaging in this procurement process allows firms to expand their community impact and establish partnerships with the City of Edinburgh Council, potentially leading to sustained business growth in the social services sector.

Unpaid Carer Services

Notice Description

The City of Edinburgh Council would like to engage with all interested parties, regarding the needs of unpaid carers within the city.

Lot Information

Lot 1

The City of Edinburgh Council would like to engage with all interested parties, regarding the needs of unpaid carers within the city. The Carer (Scotland) Act 2016 has increased numbers of unpaid carers and as such more services for unpaid carers are required. Revised priorities include: - The early identification of carers, this includes input through school clusters, statutory provision, GP practices, NHS services and Third Sector organisations. - Information and advice services - Carer Health and Well-being - Short breaks for carers and their families - Support for young carers - Personalisation of support provision through Self Directed Support. However, in light of the new duties in the Carer (Scotland) Act 2016 and ongoing financial pressure for local authorities, the implementation of the act will require a more progressive, linked in way of working in the future. Therefore, we are looking to engage and further co-produce with all partners who have experience of delivering a range of services to unpaid adult and young carers. As part of the service design process the City of Edinburgh Council would like to invite all interested, established and potential providers to have a frank and open discussion about Carers and the priorities identified above. The City of Edinburgh Council intends to hold two Co-Production supplier engagement event at 09:00 - 12:00 on Wednesday 7th February and 09:00 - 12:00 on Friday 1st March at Waverly Court, 4 East Market Street, Edinburgh, EH8 8BG. Please confirm your attendance by 5th Feb / 27th Feb to Paula Deegan (paula.deegan@edinburgh.gov.uk). Please note this event may be subject to change and is limited to 2 representatives from each organisation. Please note that the purpose of the PIN is to engage with potential Service Providers and all information contained within this PIN may be subject to change. Please note, by submitting your interest you are agreeing to further engagement with the Council. The Council may decide to competitively tender this contract in the future. If authorised, this service will be awarded as a 3-year contract commencing 1st April 2020 with a possible extension period of up to two years. Feedback from these sessions will be provided.. Please refer to the attached briefing document which contains additional information.
