Patient Advocacy Service
Notice Description
The State Hospital recognises that some of our patients may be disadvantaged or excluded by being a patient detained within the Hospital. People who are vulnerable to such an extent that they are unlikely to be able to fulfil their basic human needs, or require support and assistance to be heard, deserve the right to access Independent Advocacy. This model of advocacy is provided by advocates and volunteer advocates.

The procurement will follow the Scottish Government's procurement journey and will be advertised in the EU journal. The restricted process will be used, this is a two stage process with selection taking place after the responses of the ESPD are evaluated. The ESPD section 4 will be the main repository for you to detail your experience and respond to the minimum and selection requirement as detailed in this notice. Question 4C1.2 has a table where your experience should be listed, directly underneath the table is the place where you should respond to the minimum selection criteria that we have detailed in this contract notice. The State Hospital recognises that some of our patients may be disadvantaged or excluded by being a patient detained within the Hospital. People who are vulnerable to such an extent that they are unlikely to be able to fulfil their basic human needs or require support and assistance to be heard; these individuals deserve the right to access an Independent Advocacy service. This model of advocacy is currently provided by advocates and volunteer advocates. The advocate provides support to source information and make decisions about options, which may require short or long-term input depending on the issue and how able the patient is to understand the process. The aim is to support patients to represent their own interests. If this is not possible, the advocate will represent the patient's views, with a key focus on: Empowering patients who need a stronger voice by enabling them to express their own needs and make their own decisions. Providing a means of enabling patients to make informed decisions about care and treatment. Helping patients to access information, they need to understand options open to them Helping patients to make their views and wishes known Ensuring patients feel they are valued, respected, and listened to Safeguarding and protecting the rights of patients unable, for whatever reason, to speak up for themselves. Ensuring equality of access to the advocacy service. Adapting input to suit individually tailored needs. The Provider will ensure the service is directed by the needs, interests, views, and wishes of the patients who use it. Adhering to the safety and security of the Hospital, an independent advocacy service will work alongside patients as individuals, enabling them to be fully informed and involved in their care and treatment decisions as valued users of specialist services within the National Health Service in Scotland.. Financial information The Financial information requested within the ESPD Last complete 3 years. Employer's (Compulsory) Liability Insurance - 10 million GBP Public Liability Insurance - 10 million GBP Product Liability Insurance - 10 million GBP
Renewal: Renewable on a One plus One yearly basis after the initial 3 year term to a maximum of 5 years
