Notice Description
Notes of interest are invited from gull control specialists authorised in the removal of birds, nest and/or eggs from residential and commercial buildings within two specific areas of Elgin where such action can be justified under the General Licence issued by Scottish Natural Heritage. Suppliers are asked to note their interest by 31/03/19. Suppliers will then be invited to quote via the Quick Quote facility on Public Contracts Scotland. This is a Prior Information Notice and may not necessarily progress to a procurement

The Environmental Health Service of Moray Council have agreed to carry out a trial to remove gull nests, eggs and chicks during the 2019 nesting season for occupiers and/or owners of residential and commercial building in two specific areas of Elgin; Area within New Elgin (bordered by Main Street, Thornhill Road, Linkwood Road and New Elgin Road) containing 906 residential and 9 commercial properties Area within Kingsmills (bordered by the River Lossie and Newmill Road) and South Lesmurdie (bordered by the River Lossie, Newmill Road and Calcots Road) containing 576 Residential and 7 commercial properties Nesting sites are predominantly on flat or gently sloping roofs, however they will also be found on or adjacent to chimney stacks. They will be located in the main on single and two storey properties and a variety of small commercial buildings. Access to sites will vary and suppliers must be compliant with legislation, particularly Work at Height Regulations. The period of removal will coincide with gull breeding season, typically 1st May to 31st July, up to four or five visits may have to be made to residential properties with the time between each visit not exceeding 18 days to avoid eggs hatching. Weekly visits will be required to a number of specified commercial sites, to increase the disturbance factor. Suppliers are asked to note their interest by 31/03/19. Suppliers will then be invited to quote via the Quick Quote facility on Public Contracts Scotland
