WE will award on the basis of Cost and Quality. The two stage procedure will ask at Stage 1 for an ESPD to be submitted. We will assess the ESPD and take forward to stage 2: a minimum of 4 bidders who have met our requirements; OR all consultants who pass the ESPD; OR a maximum of 6 bidders.
