A Competitive Dialogue Procedure will be used by Dundee City Council (DCC) to select a commercial partner to deliver and manage a 5G Testbed and outdoor Public WiFi network with associated services for the Dundee Waterfront area, utilising DCC owned assets existing and installed as part of this contract and Partner facilities where applicable. The Supplier shall have access to DCC owned assets in Development Areas (initially Phases 1 and Phase 1A, with an option for DCC to extend to further Development Areas) to deliver a Public WiFi service in these areas and to investigate commercial opportunities, with a key objective of the Council being to enable the Supplier to deliver the required services in the Waterfront area on a cost neutral basis.

Dundee City Council (DCC) is looking to select a commercial partner to deliver and manage a 5G Testbed and outdoor Public WiFi network with associated services for the Dundee Waterfront area, utilising DCC owned assets existing and installed as part of this contract and Partner facilities where applicable. The Supplier shall supply, install and commission and provide break/fix support of a fibre network utilising council owned ducting in the Waterfront area to provide the required connectivity for the delivery of the network and services, with the fibre infrastructure being open access and having capacity to enable DCC's wider digital ambition. The Supplier shall also deliver connectivity from the Waterfront area to Partner locations offering facilities for use as part of this contract. The Supplier shall have access to DCC owned assets in Development Areas (initially Phases 1/1A, with an option for DCC to extend to further Development Areas) to deliver a Public WiFi service in these areas and to investigate commercial opportunities, with a key objective of the Council being to enable the Supplier to deliver the required services in the Waterfront area on a cost neutral basis. DCC will provide support to fund the capex costs associated with the infrastructure to deliver the required services in the Waterfront area, with the Supplier expected to fund the infrastructure required in the Development Areas with a view to commercially exploiting this Supplier owned infrastructure and any identified existing DCC owned assets located in these Development Areas. DCC's aspiration is to position the 5G testbed as a collaborative platform to work with industry, public sector and academic partners to test new ways of deploying and testing the technology that will be needed to provide seamless 5G connectivity across Dundee. DCC also wish to understand how it can work with the Supplier and Partners to develop new commercial models that can be validated prior to wider city deployment. Furthermore, it is anticipated that this collaborative environment will act as a catalyst for the development of 5G use cases that could utilise Dundee's strengths such as gaming/cyber security and the transformation of public services, with potential future funded work within the Tay Cities Deal focussing on successful 5G use cases that could be deployed on a regional/national basis. The 5G testbed enabling infrastructure and outdoor Public WiFi service within the Waterfront area shall be in operation by the end of financial year 19/20. No specific timelines are specified for the Development Areas, with the intention that bidders shall deliver to Phase 1/1A areas as soon as the services in the Waterfront area are operational.. The contract is a "works concession contract" so potentially covered by the 2016 Regulations, but for the exclusion in Regulation 13 re concession contracts for electronic communications. Notwithstanding DCC has chosen to follow the terms of the 2016 Regulations. DCC have chosen the competitive dialogue procedure. This will be with a single tender stage and a strictly limited dialogue.
