Notice Description

The Council are seeking a provider to kennel stray dogs as per the Environmental Protection Act 1990, which places a duty on local authorities to deal with stray dogs. Section 149 (6) (d) allows the local authority to sell or give away to an establishment that receives stray dogs, any stray dog that has not been claimed by the owner within 7 days. Section 149 (9) places a duty on the local authority to ensure that detained strays are properly fed and maintained. The current negotiated contract allows the Council to fulfil these statutory obligations as the Provider employs vets, enabling strays to be checked and therefore will be maintained properly and also humanely destroyed if the dog was suffering, with a view to dogs being rehomed.

It would be preferred that any treatment required be carried out in the same establishment that receives strays, after the statutory 7 day holding period. From a moral perspective, it would be preferred that dogs are rehomed where possible rather than destroyed.
