Notice Description

The City of Edinburgh Council has a requirement to provide two services for adult adoption counselling and also information exchange services between birth family members and adopted family members.

Lot Information

Lot 1

A contract has bee negotiated which will help support up to 160 adopted people and birth relatives with an adult adoption counselling service per annum. This service will include a records search, tracing, counselling and reunion service to both adopted people and birth relatives. In addition the contract will also provide 300 information exchanges between natural parents, relatives, adopters and children who have been adopted.. The supply market is limited and this contract will allow the time to review the services.

This Contract falls within the category of contracts covered by Regulation 74 of The Public Contracts (Scotland) Regulations 2015 and is being awarded in accordance with the process set out in Regulation 33, in particular Regulation 33 (1) section (b)where the works, supplies or services can be supplied only by a particular economic operator for any of the following reasons -- (ii)competition is absent for technical reasons; there is a limited supply market.
