Summary of the contracting process

Clackmannanshire Council commissioned funded early learning and childcare services under the “funding follows the child” approach. The requirement covers two service types: nursery provision and childminding. Providers deliver funded hours to eligible children in Clackmannanshire, including through private nurseries and individual childminders. Delivery is governed by a National Standard that applies to public, private and third-sector providers and childminders. The nursery lot included provision for children already accessing statutory funded childcare, while the childminding lot covers comparable funded early learning and childcare delivered by registered childminders. This is a local authority service opportunity for organisations able to provide regulated early learning and childcare directly to children and families across the council area.

The procurement is complete and was awarded through a selective restricted procedure using a dynamic purchasing system. There were 18 bids for each lot. Lot 1, Nursery Provision, was awarded to Little Stars ELCC, Dollar Nursery School Ltd, kidz world nursery ltd, GLENVIEW COTTAGE NURSERY and Flying Start Nursery; its contract value is £4,026,347 and its contract period is 150 days. Lot 2, Childminding, was awarded to 13 named childminders and services, including Lesley Dennehy, M.A.M. Childminding Service, Mairi Mack Childminding and Louise Nimmo childminding; its value is £750,000 and its contract period is 2,520 days. Awards and contracts were dated 11 July 2019. A separate nursery contract with kidz world nursery ltd is valued at £4,986,347 and was modified to maintain continuity from 1 August 2026 until the earlier of admission to the new DPS after the November 2026 application round and completion of award, or 31 December 2026. Evaluation required ESPD compliance, with quality weighted at 100 and price at zero.

This procurement demonstrates recurring council demand for local funded early learning and childcare delivered by both nursery operators and individual childminders. The successful supplier profile is strongly local and includes SMEs, so credible competitors are likely to be established providers with practical capacity to take funded children and maintain continuity for families. Providers need to meet the National Standard for funded hours, demonstrate compliance through the ESPD, and operate within a profession reserved for qualified early learning and childcare delivery. The requirement for staff names and qualifications makes workforce planning, qualified practitioners and evidence of competence important. Nursery businesses should be able to accommodate groups of children and sustain statutory provision; childminders should be able to provide safe, reliable home-based care at individual or small-group scale. Experience working with council-funded childcare arrangements and readiness for electronic procurement would strengthen a future application.

Notice Title

Early Learning and Childcare Funded Providers

Notice Description

Provision of Early Learning and Childcare Funded Providers utilising the funding follows the child approach. The approach will be underpinned by a National Standard that all providers delivering the funded hours - regardless of whether they are in the public, private or third sector, or childminders - will have to meet

Lot Information

Nursery Provision

There are currently 48 children accessing statutory funded childcare provision through this provider The service has advised that: Immediate termination of provision would significantly disrupt childcare arrangements for children and families. Alternative providers are unlikely to have sufficient capacity to accommodate all affected children within the required timescales. Continuation of provision is required to support delivery of the Council's statutory duties in relation to funded ELC. Failure to maintain continuity of service would present operational, reputational and service delivery risks for the Council.

Childminding

Provision of Early Learning and Childcare Funded Providers utilising the funding follows the child approach. The approach will be underpinned by a National Standard that all providers delivering the funded hours - regardless of whether they are in the public, private or third sector, or childminders - will have to meet
