Provision of Payment Processing Services
Notice Description
This framework will provide a mechanism for local authorities to procure a range of payment process services - sometimes referred to as merchant acquiring services. This includes, but is not limited to, the provision of payment processing services to transfer funds paid by participating authority customers at retail and other outlets offering payment card gateways electronically to designated bank accounts, the production of payment cards and the provision of pre-paid cards. Examples of payment types are Council Tax, Non-Domestic Rates, Rent, Housing Benefit Overpayments, Sundry Debtor and other invoices. This list is not exhaustive and other income streams to participating authorities may be included.

Payment Processing Services
This lot is intended to set up an arrangement whereby the contracting authorities entitled to purchase under the proposed framework agreement can procure variety of payment processing services.. Economic operators may be excluded from this competition if they are in any of the situations referred to in Regulation 58 of the Public Contracts (Scotland) Act,the Invitation to Tender contained on the PCS-Tender project relevant to this procurement and the other Procurement Documents for further information
Renewal: With the option to extend for up to a 12 month period
Production of Payment Cards and Miscellaneous ServicesThis lot is intended to set up an arrangement whereby the contracting authorities entitled to purchase under the proposed framework agreement can procure the production of payment cards and miscellaneous payment services. The miscellaneous services are but not limited to: - Payments through digital apps, which could be offered in relation to the use of the internet and smart phones. -Online or telephone payments -Prepaid accounts and associated Services (pre-paid cards) - The provision of electronic equipment that allow payments from debit or credit cards.. Economic operators may be excluded from this competition if they are in any of the situations referred to in Regulation 58 of the Public Contracts (Scotland) Act,the Invitation to Tender contained on the PCS-Tender project relevant to this procurement and the other Procurement Documents for further information

Provision of Payment Processing Services - This Prior Information Notice (PIN) is in relation to a new framework opportunity for Provision of Payment Processing Services. It is anticipated that the core scope of the services covered under the framework will include but is not limited to payment processing service to transfer funds paid by our members customers at retail and other outlets offering payment card gateways electronically to a designated bank accounts, provision of account management and support function and provision of payment cards incorporating a magnetic stripe or barcode. Subject to engagement with our members and the market this scope may broaden to include technology advancements within the marketplace . -
