Provision of QFELC in Angus for children who are under school age and who have been assessed by the Local Authority as eligible. QFELC provision consists of education and care, of a kind which is suitable in the ordinary case for eligible children, regard being had to the importance of interactions and other experiences which support learning and development in a caring and nurturing setting. QFELC provision emphasises the holistic and seamless provision of nurture, care and the development of social, emotional, physical and cognitive skills, abilities and wellbeing. Learning cannot take place without a nurturing and caring environment. Eligibility for QFELC will be determined by the Local Authority but broadly: children will become eligible on the first day of the school term after their third birthday. Children who are two years old and whose parents are in receipt of certain benefits or children who are 'looked after' or the subject of a kinship or guardianship order may also be eligible. QFELC will be delivered in Angus by multiple providers of various type (e.g. childminders, nurseries, playgroups) with parent choice and flexibility being a priority. All QFELC providers will be required to deliver to the same set of national principles and standards which will include a requirement to maintain Care Inspectorate grades of at least four in all relevant quality themes.

"description": "With Scottish Government increasing entitlement to QFELC from 600 to 1140 hours per child per year from August 2020, Angus Council is reviewing its existing ELC model and proposing changes. We would like to work with providers to help inform our plans for 2020 and shape the processes for putting those plans into action. We have already circulated a survey to providers who are registered with the Care Inspectorate as providers of 'childminding' and 'day care for children' in Angus. The survey invites providers' views on some elements of the proposed new Angus model for QFELC. The survey is open to all and available on request by email to Lynn Duncan at: Duncanlc@angus.gov.uk The deadline for receipt of completed surveys is 26 August 2019. In addition to the survey we want to engage more closely with a small number of providers of different types. Engagement will involve conversations with the council on a one to one basis and in groups. Engagement is scheduled to take place during September 2019. Among the topics for discussion is development of a fair and sustainable rate for QFELC. If you wish to be involved in this conversation and more, please email Lynn Duncan at: Duncanlc@angus.gov.uk (by 5pm on 21 August 2019) Please include a few details about you and your organisation in your email. The first five emails from each provider type (childminder, private nursery, voluntary playgroup) will be selected to participate in the engagement process.
