In response to question 4D.1 of the ESPD (1.1 and 1.2) - Quality Assurance Schemes and Environmental Management Standards - The bidder must hold a UKAS(or equivalent)accredited independent third party certificate of compliance in accordance with BS EN ISO9001(or equivalent), AND the bidder must hold a UKAS(or equivalent), accredited independent third party certificate of compliance in accordance with BS OHSAS 18001(or equivalent)or have, within the last 12 months, successfully met the assessment requirements of a construction related scheme in registered membership of the Safety Schemes in Procurement (SSIP)forum. If no certification is available specify which other means of proof concerning the quality assurance schemes can be provided and provide this information. 4D.2 (2.1 and 2.2) The bidder must hold a UKAS (or equivalent) accredited independent third party certificate of compliance with BS EN ISO 14001(or equivalent)or a valid EMAS(or equivalent)certificate. If no certification is available specify which other means of proof concerning the quality assurance schemes can be provided and provide this information.     "description": "It is envisaged that the initial work order raised under this Framework Agreement will be for the 121nr (Group C) properties detailed within the ITT document and will be allocated to the bidder most competitive on price and quality overall, who will thereafter be designated as the 'Preferred Contractor'. Subsequent orders will be issued to framework contractors at the Association's discretion and may be subject to a mini-tendering competition. The bidders finishing in 2nd and 3rd place overall following the tender evaluation process shall be appointed to the Framework in these positions in a 'back-up' capacity in the event that the Preferred Contractor does not perform to the required standards or have the capacity to complete works within the Client's timescales at any point over the course of the Framework Agreement. Should this situation arise, the client reserves the right to utilise the other Framework Contractors to complete any non-performing Contractor's works orders. Notwithstanding the above, appointment to the framework does not guarantee that orders will be placed with any provider. The framework providers will be rated against Key Performance Indicators. If the scores fall below an acceptable range the Framework provider may not be considered for future orders. Parkhead Housing Association will ascertain the number of kitchen renewals to be carried out over the course of the Framework however, for indicative purposes, it is expected that the by the Preferred Contractor will carry out the design, supply and installation of new kitchens and associated works to 121nr (Group C) properties as a pilot contract in order to assess the Contractor's performance. Subsequent kitchen renewals may be instructed at other locations as yet undefined however this will be entirely at the discretion of Parkhead Housing Association. It is reiterated that there is no guarantee given of the eventual extent of works that will be ordered over the full duration of the Framework Agreement.
