East Ayrshire Council wish to commission the University of Strathclyde, Energy Systems Research Unit (ESRU) to provide energy system modelling to support the development of an Outline Business Case that meets the HM Treasury's Green Book requirements. ESRU will model the current energy system for the NERD region in the context of the wider energy grid and distribution network and model future scenarios to identify options to unlock the potential of local energy generation. The partners of the project are Energy Technology Partnership, Scottish Power Energy Networks and East Ayrshire Council

The National Energy Research and Demonstration (NERD) centre overall scope: To provide detailed proposals so that the proposed NERD centre becomes an identifiable accessible iconic local knowledge hub and demonstrator which is an exemplar for sustainability and future energy technologies. To develop a strategic vision and roadmap with project partners and identify opportunities that fit with this vision. Identify Community Benefit opportunities and how these can be maximised. Enable synchronisation and synergy with other related initiatives e.g. education, skills, health, tourism etc. Suggest, in detail, operational arrangements to ensure that the NERD delivers agreed outcomes. Take account of local and national planning guidance
