The Transport (Scotland) Bill (which is currently going through parliamentary scrutiny) sets out powers for local authorities to introduce and enforce Low Emission Zone (LEZ) access restrictions. The Bill also provides powers for Scottish Ministers to create regulations to specify vehicles or types of vehicle which are to be exempt from LEZs. Blue Badge Holders are being considered, however enforcement of such an exemption could be extremely challenging.
