    "description": "On behalf of Scottish local authorities, Scotland Excel currently operates the Flexible Framework Agreement for Children's Residential Care and Education Services including short breaks which was originally established in May 2018. The procurement documents for the establishment of the Flexible Framework Agreement can be found at the Public Contracts Scotland-Tender website https://www.publictendersscotland.publiccontractsscotland.gov.uk/web/login.html The Flexible Framework Agreement relates to a service coming within Schedule 3(Social and other Specific Services) of the Public Contracts (Scotland) Regulations 2015 and, as such, is not subject to the full requirements of the aforementioned regulations. This Notice and related documents provides for the admission of new entrants for the third and fourth years of operation of the Flexible Framework Agreement. The admissions process for new entrants replicates the original award process establishing the Flexible Framework Agreement in accordance with the terms of the Flexible Framework Agreement and in compliance with Regulation 19 (Principles of procurement) of the Public Contracts (Scotland) Regulations 2015. Scotland Excel would now like to invite interested parties to tender for the opportunity to join this Flexible Framework Agreement.
