Project Monitoring Service

Notice Description

Zero Waste Scotland provides a range of support to businesses across Scotland. This ranges from business support through to grant funding. This contract has been driven by a requirement to monitor the impacts and outcomes of grant awards made under Circular Economy Investment Fund . To date, the Circular Economy Investment Fund has initiated 38 contracted projects equating to just over 6.4M GBP worth of funding. Monitoring the activities, outputs and outcomes of each project will fulfil a requirement to report on projects to the Scottish Government's European Regional Development Fund (ERDF) Managing Authority.

Lot 1

Zero Waste Scotland requires a contractor/s to provide the following services. (i)Project Monitoring (a)provide a single point of contact for projects throughout the process. (b)provide the Recipient advice and support on the relevant monitoring process. (c)produce and maintain individual project monitoring schedules to be shared with the Recipient and Zero Waste Scotland which will allow viewing and tracking of monitoring activity at any time. (d)Site visits (i)This will be according to the relevant programme of support and may include, but will not be restricted to, the following activities: 1.Manage the site visits according to the relevant issued monitoring process issued by Zero Waste Scotland. 2.Coordinate site visit arrangements including ensuring identified Zero Waste Scotland personnel can be included. 3.Confirm the requirements of the relevant Monitoring Process with the Recipient. 4.Compile an initial Monitoring Schedule with the Recipient. 5.Review and assess the methodology by which outputs and results are measured including metrics like carbon savings. 6.Take pictures of the relevant activities, infrastructure and plant in situ. 7.Review copies of original documentation. 8.Ensure key programme specific requirements are correct and in place (e.g. signage). 9. Review reporting to date including data and project activity. 10.Observe for risks to delivery against the project deliverables, including any significant procedural, health, safety and environmental risks. (e)Project returns (i)This will be according to the relevant programme of support and may include, but will not be restricted to, the following activities: 1.Manage the returns according to the relevant issued monitoring process issued by Zero Waste Scotland. 2.Receive and review all returns against relevant quality criteria. 3.Provide Recipient with feedback and request revisions where necessary to ensure that the return is to the acceptable standard. 4.Present the final version of return to the satisfaction of Zero Waste Scotland. (f)Tele/videoconferencing (i)This will be according to the relevant programme of support and may include, but will not be restricted to, the following activities: 1.Coordinate teleconference and/or video conference arrangements including ensuring identified Zero Waste Scotland personnel are included. 2.Review reporting to date including data and project activity 3.Report on risks to delivery against the project deliverables, including any significant procedural, health, safety and environmental risks. (ii)Project Management (a)Continually review the relevant monitoring process and associated documentation making suggestions to Zero Waste Scotland for improvement where identified. (b)Provide written records of all contacts with Project personnel, including formal and informal phone calls, meetings and e-mails, and supply to Zero Waste Scotland at specified intervals. (c)All outputs from monitoring activities will be supplied to the satisfaction of Zero Waste Scotland. (d)Assist Zero Waste Scotland with preparing monitoring results and findings for reports to funders as requested. (2)Zero Waste Scotland requires all monitoring activity specified to be delivered within the specified timescales outlined in each Call Off. (3)Project Monitoring activity may be required in any location in Scotland therefore the service must be delivered to the same service level and standard irrespective of the project location. (4)No work should commence without prior agreement from Zero Waste Scotland in accordance with the Call Off process described in Part 9 (Contract Management) below. (5)Please note that Zero Waste Scotland cannot guarantee any work will be allocated to any Contractor through this agreement.
