WEST LOTHIAN COUNCIL

This public procurement record has 1 release in its history.

Summary of the contracting process

West Lothian Council has recently awarded a contract for the "Assertive Outreach and Criminal Justice Services" project, which aims to engage residents at risk of harm due to substance misuse, particularly focusing on vulnerable groups and offenders. This procurement process, finalised on 1st October 2019, utilised an open procedure method. The contract, valued at £273,096, is based in Livingston, UK, and marks the completion of the tender stage for this essential service that supports the local Alcohol and Drugs Partnership initiatives.

This contract presents significant opportunities for businesses specialising in addiction support services and social care, particularly those experienced in outreach and community engagement. Companies with competencies in delivering support to vulnerable adults and those with criminal justice involvement would be particularly well-suited to compete in future procurement processes as West Lothian Council plans to develop a new commissioning plan by early 2020. Engaging with this council can enhance visibility and growth for businesses aligned with public service delivery in the health and social care sectors.

Lot Information

Lot 1

West Lothian Council are to make a Direct Award for continuation of this service. In November 2018 the Integration Joint Board recommended funding to support activities within the West Lothian Alcohol and Drugs Partnership (ADP). This included the funding to support the update of the needs assessment to inform the new commissioning plan. This activity is led by Public Health and is following the approach that was taken with the initial ADP needs assessment in 2014 being a combination of extensive desk research on policy and performance allied to stakeholder engagement. The objectives of the Health Needs Assessment (HNA) is to assess the health needs (prevention, care and treatment) of problem drug and alcohol users and their families in West Lothian and make specific recommendations to improve the health and patient experience of care for most at risk populations. The HNA will inform the new Commissioning Plan for WL ADP. The new Commissioning Plan will be developed late 2019/ early 2020 and be in place by 1st April 2020. The new Commissioning Plan will not be in place to enable commissioning decisions to be taken on this contract. It would not be best planning and the strategic direction to tender for this service without the clear basis of the new commissioning plan. To take the new Commissioning Plan into consideration, a direct award is required to continue with service provision and in advance of future tendering activity.. It is noted that there was no tendering activity and that this is a direct award with approval given at the Contracts Advisory Group on 27 August 2019.
