National Safeguarders Panel Management Service 2020-2024
Notice Description
The Scottish Government has a requirement to place a contract with an external service provider for the provision of National Safeguarders Panel Management Service 2020-2024. Safeguarders are appointed by children's hearings or sheriffs where there is a requirement to safeguard the interests of the child in the proceedings. The Safeguarders provides the hearing and/or court with an independent assessment of what is in the child's best interest. Safeguarders are a well-established and valued element of the Children's Hearings System providing independent scrutiny of assessments and plans for children. The Contractor will be responsible for the recruitment of Safeguarders and will manage, and be responsible for, recruitment activity required to ensure sufficient numbers of suitable Safeguarders are available to meet demand throughout Scotland. The Contractor will be required to maintain records of all recruitment activity.

The Children's Hearings (Scotland) Act 2011 (Safeguarders Panel) Regulations 2012 ("the 2012 regulations") include, among other things, provision on recruitment and selection, appointment and removal, training, fees and the operation and management of the panel. There are currently around 140 serving Safeguarders in Scotland.
Renewal: Option to extend for an additional 12 + 12 months
