Procurement Information

In April 2019, West Lothian Integration Joint Board gave authority for a Learning Disability Commissioning Plan on behalf of the West Lothian Health and Social Care Partnership. This is to involve necessary consultation with service users, carers, service providers from the third and independent sectors, West Lothian Council and National Health Services (NHS Lothian). In accordance with West Lothian Health and Social Care Partnership Strategic Commissioning Plan 2019 - 2023 (Timetable for Development)it is anticipated that the first draft will be available within the next month. Included in the requisite consultation is input from service providers and service users from the Community Care and Support Services to adults with learning disabilities, physical disabilities and autism disorder contract. As this consultation will inform future service delivery that will best support those living with a learning disability in West Lothian, it is proposed that tendering arrangements only progress once due consultation is concluded. With a requirement to consider the first draft of the outcomes of the Learning Disability Commissioning Plan and to ensure that West Lothian Council has requisite contract provision, it is proposed that existing service arrangements which are due to terminate 31 December 2019 are extended for a further 12 months to 31 December 2020. This will allow for the aforementioned consultations to be considered and included in the forthcoming tender. This will also ensure continuity of care for vulnerable adults with a disability to be supported and mitigate associated risks around potential withdrawal of properties. Contracting activity including supplier consultation and engagement is expected to commence early 2020 with tendering arrangements to follow thereafter. It is noted that this procurement does not fall outside the scope of application of the Directive.
