Summary of the contracting process

The City of Edinburgh Council is seeking to provide residential placements for young people requiring supported accommodation, as outlined in tender CT0564 titled "Residential Placement for Young People who Require Supported Accommodation." This procurement falls under the general public services category and is based in Edinburgh, with the contract being awarded in a limited procurement process without prior publication. The award of this contract was officially completed on 10th October 2019, with a total contract value of £221,615. The council aims to ensure continuity of care for four vulnerable young people, making this an interim solution while establishing a broader framework for supported accommodation.

This tender presents significant opportunities for businesses involved in social services, particularly those specialising in residential care and support for young individuals. Organisations that can provide high-quality, stable, and supportive environments tailored to the needs of vulnerable young people would be well-suited to compete in this space. Given the specific nature of the contract and the rationale behind it, businesses with a strong focus on personalised support services can leverage this opportunity to demonstrate their capabilities and expand their operations within the social care sector.

Procurement Information

Section 13 of the Procurement Reform (Scotland) Act 2014 allows for award without seeking offers, but should consider the TFEU fundamental principles where relevant. It was deemed in the best interests of the young people involved to ensure the continuation of care to 4 vulnerable young people, as this service provides personalised support towards independence. This is an interim measure while the Council establishes the Residential Care, Special Schools and Supported Accommodation Framework.
