Summary of the contracting process

Dundee City Council's Contracts Team has completed the procurement process for the "Quality Funded Early Learning & Childcare (1140 hours)", aimed at expanding early childhood education options in Dundee. This initiative addresses the increased entitlement to funded Early Learning & Childcare for eligible children starting August 2020. The total value of the contracts is £25,000,000 for both the Early Learning & Childcare for Eligible 2 Year Olds and 3-5 Year Olds, with the award notices published in August 2020. The procurement method used was an open procedure, with the main category classified under services.

This tender presents significant opportunities for childcare providers and educational institutions to expand their services in Dundee. Businesses that operate licensed childcare facilities, early education centres, or are registered childminders will find themselves uniquely positioned to apply, especially those specialising in care for children aged 2-5 years. With substantial funding available, potential suppliers could enhance their operational capacities and access a steady flow of clients benefiting from the funded hours.

Notice Title

Quality Funded Early Learning & Childcare (1140 hours)

Notice Description

From August 2020, children's entitlement to funded Early Learning & Childcare (ELC) is increasing from 600 hours to 1140 hours. This provision will utilise a Funding Follows the Child approach. Funded hours are free to parents at the point of access. Eligibility for ELC will be determined by the Local Authority but broadly: children will become eligible on the first day of the school term after their third birthday. Children who are two years old and whose parents are in receipt of certain benefits or children who are 'looked after' or the subject of a kinship or guardianship order may also be eligible. All providers delivering the funded hours will have to meet the National Standard, regardless of whether the funded hours are provided by a setting in the public, private or third sectors including provision offered by childminders. The National Standard sets out a clear and consistent set of quality criteria.
