As part of the implementation of their rapid rehousing transition plan, Angus Council has committed to implementing 15 housing first tenancies in Year 1 of the transition to rapid rehousing and is tendering for a Housing First Support service, with implementation planned for 1 April 2020. Housing First is the first response for people with complex needs and facing multiple disadvantages. It provides ordinary, settled housing as a first response for people with complex needs, recognises a safe and secure home as the best base for recovery and offers personalised, open ended, flexible support for people to end their experience of homelessness and address their wider needs. The model separates the provision of housing and support, offers choice and control to tenants and works to the principles of harm reduction. Angus Council are anticipating a 7,500 GBP-unit cost (per person, per year: year one), modelled from international guidance on delivering Housing First. The successful bidder must be able to meet the following objectives: - In order to maximise engagement the Housing First support service provides support to individuals at a time that suits them, including unsociable hours if necessary. - The Housing First support service offers proactive, persistent and flexible support and is not time bound. - The weekly contracted support hours are delivered flexibly to allow for the changes in demand which are likely to occur, this includes the ability for additional hours to be provided in any one period or unused hours banked. - The Housing First support service is well integrated with other services being delivered in Angus such as mental health, drug and alcohol and criminal justice. - The Housing First support service is outcome and harm reduced focused, using a recognised framework for delivering support and measuring individual's progress. - The Housing First support service has the specialist knowledge and skills to effectively lead on the coordination of a support plan to support clients with complex and coexitsing needs - The Housing First support service provides regular performance information and following the pilot can provide detailed evidence to allow evaluation of the programme.
