Award of Cleaner Air for Scotland - Air Quality Public Attitudes & Behaviour Review
Notice Description
Section 1 - Introduction1. The Scottish Government (SG), on behalf of the Scottish Ministers wishes to commission a review of existing literature and knowledge on the Scottish publics' attitudes, awareness and behaviours towards air quality. The review will provide the Scottish Government with timely robust information to inform the development of the updated Cleaner Air for Scotland (CAFS) strategy. This strategy, to be published in 2020, will set out the actions the Scottish Government intends to take over the period 2021-2025 to improve air quality in Scotland. A consultation on the draft strategy is planned for May 2020 and this research is required in advance to inform the development of the draft strategy.2. This specification sets out what is required, provides background information on the CAFS strategy and suggestions on method, but bidders are welcome to propose alternative methods for carrying out this work within the available budget and timescale.Section 2 - Background & Context3. An independently led review of the Scottish Government's Cleaner Air for Scotland strategy was completed in July 2019 . The conclusions and recommendations of the CAFS review will be used to help development of a revised and updated strategy during 2020.4. Amongst the recommendations of the CAFS review is that:research is needed to provide clear contemporary Scottish evidence drawn from population representative information on levels of knowledge, attitudes, and levels of concern related to air pollution, as well as on willingness to change air pollution related behaviours. Behavioural insights around car use in particular continue to be vital if significant reduction is to be achieved (Recommendation 5, page 7).5. Before commissioning further research, a review of current evidence around public attitudes to air quality and behavioural change is required. This evidence review will identify what is already known about current Scotland specific public attitudes to and awareness of air quality issues; and of real or perceived barriers and motivations for changing air pollution generating behaviours. The evidence review will also provide the basis for longer term work to develop a public engagement strategy in relation to air quality.6. The CAFS review notes that "air pollution, climate change, carbon reduction, and mobility are strongly interconnected" (page 1) and that "effective reduction in pollution will require concerted action across many sectors" along with "increased awareness and understanding of all the relevant interlinked issues" (page 2). In order to achieve effective behaviour change in this context will require inter-related interventions.7. It is in this context that we seek to understand existing attitudes and behaviours and how best to engage the public on changing behaviours in relation to air quality.8. This research has two aims:1) Identify, review and synthesise up-to-date evidence on Scottish public attitudes, perceptions and behaviours towards air quality, to understand the key findings, robustness of the evidence base and any outstanding gaps in the evidence.2) Identify and review recent approaches to engaging the public on air quality, to understand effectiveness, limitations and applicability in different contexts and make recommendations for public engagement as part of the planned public consultation on the new CAFS strategy.

The evidence review will also provide the basis for longer term work to develop a public engagement strategy in relation to air quality.6. The CAFS review notes that \"air pollution, climate change, carbon reduction, and mobility are strongly interconnected\" (page 1) and that \"effective reduction in pollution will require concerted action across many sectors\" along with \"increased awareness and understanding of all the relevant interlinked issues\" (page 2). In order to achieve effective behaviour change in this context will require inter-related interventions.7. It is in this context that we seek to understand existing attitudes and behaviours and how best to engage the public on changing behaviours in relation to air quality.8. This research has two aims:1) Identify, review and synthesise up-to-date evidence on Scottish public attitudes, perceptions and behaviours towards air quality, to understand the key findings, robustness of the evidence base and any outstanding gaps in the evidence.2) Identify and review recent approaches to engaging the public on air quality, to understand effectiveness, limitations and applicability in different contexts and make recommendations for public engagement as part of the planned public consultation on the new CAFS strategy."
